For location purposes, I've included a screen grab (below) from google maps indicating the approximate location of the bank loss. The area looks quite a bit different now; there is an overpass and the construction in this area is done and the vegetation is coming in nicely. I've attached pictures of what the bank failure looks like. As you can see, it's not from overland flow — this is bank failure resulting from Horsepen Creek flooding and receding in recent months. As also evidenced in the pictures (and from what we've seen from previous visits), stabilization of this area has been attempted by others in the past (note the concrete "groins" that litter the area). The area in question is about 6-8 feet into the bank (landward) and approximately 15-20 feet in length. The department is proposing to repair this bank scour with Class 1/11 rip rap. We would lay back and clean up the failed slope, install geotextile (to be lapped on the bank, top and bottom and keyed in 18"), and then install Class 11 rip rap (with Class I or Class B filling in any voids as necessary) which will also be keyed in at the top of bank and the toe where the bank meets the stream channel. It is the intention that this work will be done from the land utilizing minimal land disturbing equipment. Any areas adjacent to the stream bank would be re -seeded as necessary. The contractor has already left this particular site (as the work has been completed) but will be back in September to address any supplemental seeding that the Division requires. We anticipate that they would address this area and the repairs at the same time. Please let us know if this approach is sastifactory to both the USACE and DWR and if formal notification to use NWP 13 for bank stabilization is required. Thank you for your assistance. For issues generally in NCDOT's work area, but where there were unstable stream banks pre -dating NCDOT's project, I would think that you could stabilize the bank under NWP 13 due to independent utility from the U-2524C project. If you could send me the basic info about the problem (location, etc.) and the proposed solution (including linear feet of bank to be stabilized and general design), I could let you know if the project would fit NWP 13 and whether or not it would require notification via PCN. -Dave Bailey David E. Della and I spoke about this project on Monday and it slipped my mind until today when I saw her again. The spot described below is adjacent to an area we've had scour issues with before. This stretch of Horsepen Creek has traditionally unstable banks (as evidenced by structures on the banks that predate DOTS project). As you can see in the pictures, portions of the bank have sloughed off into the Creek. The Division would like to propose to fix them, however this would require some instream work to retrieve the bank material and to restabilize the area. We no longer have an active permit however, I would think this would fall under the condition requiring that downstream water quality is not affected, even post construction. Do you agree? I'm not entirely sure what the best stabilization method would be — possibly use coir fiber matting? I don't know if rip rap in that spot would be appropriate. I'm open to suggestions.
