Dear Mr. Henderson:
The City of Eden plans to rehabilitate both the 5 MGD Bridge Street Pump Station and the 11 MGD Junction
Pump Station.The submitted application below is meant to cover the rehabilitation of both pump stations
as part of the remediation project. The overall Eden Remediation Program aims to repair or replace
damaged sewer, reduce inflow and infiltration, and ultimately extend the reliability and longevity of the City
of Eden's collection system.
Slight adjustments to the force main,to accommodate the proposed valve vaults, are occurring with this
project, but the gravity sewer leading to each pump station is not being affected by the work at the pump
stations. Rehabilitation or replacement of portions of the gravity sewer upstream or downstream of either
um station may be occurring, and that work is included in the pump y g, appropriate phases, previously submitted
for approval.
We are requesting that a modification be made to the sewer collection system permit WQCS00018 to allow
for the rehabilitation of the pump stations as included herein. The Junction Pump Station lies inside the
floodway of the conjunction of the Smith and Dan Rivers and the Bridge Street Pump Station lies inside the
flood plain of the Dan River. Variances for the location of the pump stations have been submitted to the
Central Office of DEQfor review. Both pump stations were originally constructed prior to the mapping of
flood hazards in this area.
As part of this submittal, please find enclosed the following documents for the referenced permit
modification:
• One (1) original and one (1) copy of the Fast Track Sewer System Extension Application (FTA 04-16)
• One (1) check made payable to the North Carolina Department of Environmental Quality (NCDEQ)
in the amount of$480.00.

Dear Mr.Corcoran:
The Division of Water Resources (Division) has reviewed the submitted variance request received on
May 31,2019 for the subject project. The Division will grant the variance requests for the upgrades of the
Junction Street Pump Station, in accordance with the provisions for alternative design under 15A NCAC
02T.0105(n):
1. Pursuant to the variance request received on May 31, 2019 from W.K. Dickson & Co., Inc., on
behalf of the City of Eden,a variance is granted for the construction and operation of the upgrades
to the Junction Street Pump Station, located within the 100-year floodway of the Smith River,as
indicated on the provided plans and supplementary documentation:
a. Per the provided plans and supplementary documentation,the proposed upgrades shall
include the following items:
i. Watertight hatches on the existing wet well.
ii. All electrical components and the on-site generator shall be located a minimum
of 2-feet above the 100-year flood elevation.
Ill. The valve vault shall be constructed to be watertight.
2. An alternative design is approved for the existing Junction Street Pump Station's access roadway,
located within the 100-year flood elevation and which shall be surfaced with asphalt for improved
access, in accordance with the provided plans and supplementary information.
3. An alternative design is approved for the fuel source for the generator located at the Junction
Street Pump Station, which shall be served by a natural gas line rather than on-site fuel storage
as required by the Minimum Design Criteria, in accordance with the provided plans and
supplementary information.
Regardless of the variance approval, in the event that the wastewater collection facilities fail to perform
satisfactorily, including the creation of nuisance conditions,the Permittee shall take immediate
corrective action,including those as may be required by this Division, such as the construction of
additional or replacement facilities.
