As a result of much coercion and sense of urgency, I performed a preliminary investigation for the above named project. On March 15, 1994 I met with Larry Jones of Goodmark Foods and Ron Johnson, wetlands consultant of Rust Environmental, Inc. The company proposes to expand it's plant, with resulting wetlands impacts. A formal application will be forthcoming to your office. Upon your receipt, please refer to this staff report; and please contact me so that I may verify that the final application is consistent with the proposal that was explained to me in the field. Impacts will be to two wetlands areas and total about 0.7 acres. One wetland is an existing pond and it's adjacent headwaters. A rating sheet is enclosed for it (rating 35). This area offers significant uses. As it will not be feasible to do the construction without impacts to this pond and it's surroundings, a pond of similar storage volume should be constructed in the same watershed downstream. Additionally, wetlands existing currently below the existing pond are not to be impacted. The new stormwater structure will be below these wetlands in the watershed. A second wetland area on the south side of the property is minor, has high gradient, has vegetation as a result of past disturbance, and is of little value. There are no problems associated with the taking of this area.
