Franklin County Schools proposes to construct Louisburg High School Athletic Stadium along Allen
Lane just west of the Louisburg High School campus (201 Allen Lane). Proposed construction
encompasses track and field event facilities as well as auxiliary buildings such as concessions and
bathrooms for the home and visitor teams.
This site proposes a small run, approximately 60-Feet, of 8" private sewer. This main ties into an existing
manhole that feeds to an existing 15" sewer main.
FEMA FIRM # 3720280600K & #3720280500K dated April 16, 2013 indicates that the site is located
within the limits of the 100-year good plain.
The new track and field stadium will have 2500 seats. The anticipated average daily flow was estimated
utilizing 5-gpd for each seat in the in the stadium.
ADF = [5-gpd/seat x 2500 students] = 12,500-gpd
The existing, downstream, sewer main serving the campus flows to the Louisburg Water Reclamation
Facility (NC 00202031) which is owned and operated by the Karl Pernell.

the permit.
V.1: Receiving downstream sewer information. The permit number provided is the Town of Louisburg's Land Application
of Residual Solids permit. Please provide the receiving sewer system permit number. Collections Permit # WQCS00113
IX.3 is marked "N/A" however the site is located in the Tar River basin and does have multiple streams depicted on the
USGS Topo map. Please indicate either "yes" or "no" for this question. Please revise to "yes".
If the applicant agrees, I can make the changes on the current application and you would not have to re -submit the

Hi Jason,
I know you are out of the office this week and I'm out next week, but I wanted to follow up on the sewer comments for
the Louisburg HS Athletic Stadium. The 3 small buildings you reference on the Northeast side of the stadium are
considered one single building according to the North Carolina Building Code. There is no intentional fire separation
between plan areas, also note that PME systems and roof structure is shared across the entire building. The area
underroof is treated as an Assembly occupancy for outdoor concession patron seating, much like a porch on a
building. NCSBC 2018 requires occupied outdoor areas to be included within the building area.. I have attached a
building code summary sheet that includes a rendering if the building, as well as the definition from the building code on
the second page of this attached document. Can you please let me know if this satisfies your concern. We would like to
keep the 4" sanitary sewer line as is. I will be checking emails periodically next week, but I have copied Hannah Banks
and Ken Loring in our office on this if you should have any further questions. I look forward to receiving your approval
and permit.

Hi Renee,
15A NCAC 02T .0303(2) states that a sewerline may be permitted by regulation (does not require a permit) if it serves a
single -building.... But if a line serves more than one building, it must be permitted.
So the application should be revised to include the line that serves the home buildings, starting at the point where the
2"d building ties -in. Also, since it has to be permitted, regulations require it to be a 6" line (since it's considered a private
line, public lines have to be 8"). 1 did speak with our Central Office, who issues variances, and they did say they would be
amenable to a variance to allow to keep this as a 4-inch. You'd have to submit a variance request that can be found
here. Last I heard it was taking a month or two for variances to be issued, but you could talk to Christyn Fertenbaugh
about that, she issues the variances. She's at 919-707-3625.
So either
1. The application will needs to be revised to add the additional line and change it to a 6"... or
2. The application will need to be revised to add the additional line and keep it at a 4", but a variance request
would need to be submitted.
Please let us know how you plan to proceed.

We are reviewing the referenced Sewer Extension application and have some questions. We've pulled the plans from
the 401/404 application (see below).
Please explain where the 57' of proposed sewer line is located in reference to the new stadium?
Also explain where any "laterals" are located. From what we can tell from the plans, one line serves the small
building on the Southwest side of the stadium. Another line appears to serve two or three small buildings on
the northeast side of the stadium. Please confirm this.
We may have further questions after we get a better understanding of where the sewerlines are.
