PROJECT SUMMARY: The applicant is proposing to expand an existing 2 slip private docking facility. The proposed expansion would add two 11' x 4' finger piers, six 5' x 6' PWC lifts, and one 15' x 16' boatlift. The proposed dock would accommodate a total of nine formalized slips. All proposed work would be landward of the terminus of the existing platform. 9. NARRATIVE DESCRIPTION: Mr. Anthony Sydes' docking facility slip expansion project is located on the southern side of Hubert on the AIWW between Queens Creek to the east and Bear Creek to west in Onslow County. The project site is found by traveling on Hwy. 24 into Swansboro. From Hwy. 24 turn west onto Queens Creek Rd. and travel 3.9 miles. Turn right onto Bear Creek Rd. and travel 0.7 miles. Turn left onto Vista Cay Dr. and travel 1.0 mile. Turn right onto Harbour Dr. and travel 0. 1, the residential property of Mr. Sydes is located on the left. The subject project would take place on a single 1.88 acre parcel and has an elevation of approximately +8' NHW. The project parcel is cleared and maintained; vegetation consists of native grasses. Presently, the parcel consists of an existing 2 slip docking facility and a single family home. The docking facility incorporates approximately 17,040 ft2 of public trust waters. The shoreline contains coastal wetlands along the entire 127' shoreline. The width of the AIWW at this point is approximately 560'. SAVs are sparse in the waters adjacent to the project location and the bottom substrate is sandy. The Division of Water Quality classifies this area of the AIWW as SA-HQW waters. This area is not a Primary Nursery Area. This portion of the AIWW is open to the harvesting of shellfish. The parcel is classified as conservation in the county LUP. 10. PROJECT DESCRIPTION: The applicant is proposing to expand an existing two slip docking facility by adding seven slips. Total slip count for the pier would be nine slips. The proposal calls for the addition of six PWC lifts with dimensions of 5' x 6' and one 15' x 16' boatlift. Also proposed are two 11' x 4' finger piers located approximately 75' offshore of the waterward edge of the marsh. Each finger pier would support two PWC lifts. The connecting parcel consists of 1.88 acres of highground and 127' of shoreline. No highground disturbances are proposed. All development would occur waterward of NHW and landward of the existing structure (no extension of the existing structure). Proposed impacts total 508 ft2 of new shading. All proposed work lies within the area of existing Public Trust Waters incorporation. Water depths at the locations of the proposed slips would be -4' NLW for the PWC lifts and -5.5' NLW for the boat lift. No SAVs are located in the area of proposed development. The existing pier and proposed slips are/would be approximately 60' from the USACE Federal Channel Setback Line. The structure would be positioned 55' from the eastern riparian line and 16' from the western riparian line. 11. ANTICIPATED IMPACTS: One impact would be the additional shading of approximately 508 ft2 of shallow bottom. The construction of the finger piers and lifts would cause a temporary turbidity spike in the area. This area consists of sandy bottom, therefore, the turbidity spike in the waters immediately adjacent the disturbance would be expected to be quickly dissipated and minimized. The proposed structure would have a total of nine slips. Six of these slips would be PWC lifts and therefore pose no adverse threats for kicking or sewage discharge. The proposed slips are all proposed in areas of relative deep water (-4' NLW and greater) so impacts to shallow bottom are unlikely.
