HomeMy WebLinkAboutNC0088200_Fact Sheet_20190719FACT SHEET FOR EXPEDITED PERMIT RENEWALS This form must be completed by Permit Writers for all expedited permits which do not require full Fact Sheets. Expedited permits are generally simple 100% domestics (e.g., schools, mobile home parks, etc) that can be administratively renewed with minor changes, but can include facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing, instream monitoring, compliance concerns). Basic Information for Expedited Permit Renewals Permit Writer / Date Brianna Young 7/19/19 Permit Number NCO088200 Facility Name / Facility Class City of Thomasville WTP / PC-1 Basin Name / Sub -basin number Yadkin Pee -Dee / 03-07-07 Receiving Stream / HUC UT to Rich Fork Creek / 0304010302 Stream Classification / Stream Segment C / 12-119-7 Does permit need Daily Maximum NH3 limits? N/A Does permit need TRC limits/language? Alread resent Does permit have toxicity testing? IWC (%) if so Yes; IWC = 90% Does permit have Special Conditions? No Does permit have instream monitoring? No Is the stream impaired on 303(d) list)? Yes; see below Any obvious compliance concerns? No Any permit mods since lastpermit? No New expiration date 4/30/2024 Comments on Draft Permit? See below Facility Overview: The City of Thomasville WTP operates a conventional WTP designed for a potable flowrate of 6.0 MGD. The facility generates backwash with a continuous discharge. The maximum, monthly average discharge between May 2016 and April 2019 was approximately 0.414 MGD. Compliance History: • 2 NODS and 2 NOVs for TRC limit violations • Failed 1 of last 12 tox tests (failed 1 of last 4) 303(d) listing: Rich Fork from SR 1790 to Abbotts Creek 12-119-7b2 C 8.3 FW Miles Assessment Criteria Status Reason for Rating Parameter of Interest IR Category Exceeding Criteria Poor Fish Community (Nar, AL, FW) 5 RPA: The maximum monthly average flow between May 2016 and April 2019 was approximately 0.414 MGD. • Copper — RP, limits added and monitoring increased to monthly • Fluoride — No RP, Predicted max > 50% of allowable Cw; Quarterly monitoring shall remain • Zinc — No RP, Predicted max < 50% of allowable Cw; Quarterly monitoring shall remain as permittee indicated zinc orthophosphate has the potential to be discharged Manganese monitoring was removed in the previous permit renewal, with the factsheet stating monitoring was removed as there is no longer a WQS. However, the renewal application indicates the facility occasionally uses potassium permanganate during the summer. NCG59 General Permit Eligibility: • Failed 1 of last 12 tox tests (failed 1 of last 4), therefore they are not eligible by tox standards • Conclusion: They are not eligible for the NCG59 Changes from previous permit to draft: • Updated eDMR footnote in A(1) and language in A(3) • Updated outfall map • Language on the Supplement to Permit Cover Sheet has been updated • Added components list on Supplement to Permit Cover Sheet based on renewal application • Facility grade added to A(1) • Added units in A(1) • Turbidity monitoring reduced to monthly in A(1) per 2012 WTP guidance update • Zinc monitoring added in A(1) as the renewal application indicated zinc orthophosphate is used and has the potential to be discharged, therefore monitoring is required per the 2009 WTP strategy o Monitoring was removed in the previous permit as the previous permit writer noted the facility did not use zinc orthophosphate • Limits added for copper in A(1) and monitoring increased to monthly per RPA • Removed former footnote #3 in A(1) stating "Parameters should be monitored in conjunction with toxicity test" as this is no longer required per the 2012 WTP guidance update • Updated toxicity footnote in A(1) Changes from draft to final: • None Comments received on draft permit: • Susan Meadows (aquatic tox; via email 6/17/19): Looks good 42008346 J000645478 AFFIDAVIT OF PUBLICATION STATE OF NORTH CAROLINA LEXINGTON, NC JUNE 18, 2019 DAVIDSON COUNTY I, Allison Myers OF THE DISPATCH, A NEWSPAPER PUBLISHED IN THE CITY OF LEXINGTON, COUNTYAND STATE AFORESAID, BEING DULY SWORN, SAYS THE FOREGOING LEGAL OF WHICH THE ATTACHED IS A TRUE COPY, WAS PUBLISHED IN SAID NEWSPAPER ONCE A WEEK, BEGINNING THE 18Th DAY OF JUNE, 2019. Prior to discharge to the lagoon chlorine is removed from the waste stream with ascorbic acid. There is no further treatment of the waste at the lagoon other than detention and settling of the waste. The plan should show the point[s] of addition for chemicals and all discharges routed to an outfall [including stormwater]. See attached diagram Solids Handling Plan Solids from the last time the lagoon was partially dredged are currently piled in a small section within the confines of the pond so that rain water drainage off the mound goes back into the pond. This mound of wastes is currently in the proposed budget for disposal at either the Davidson County Landfill or the Winston Salem landfill for 2020 and is estimated to cost about $250,000. It is expected that we can get approximately 5 - 6 years more use of the lagoon before it must be drained and partially dredged again. Disposal of the solids from that dredging will be budgeted prior to the expected occurrence since costs have been determined. During the draining and dredging process alum wastes from the WTP will be temporarily diverted to the WWTP through the sewer system and solids generated from that will be disposed of with WWTP solids. Once dredging is completed alum wastes will be sent back to the lagoon. Preliminary planning is in the process for constructing a solids handling facility at the WTP. It is as yet undetermined as to whether this might be a belt press or a centrifuge system. It is possible that some other system might also be developed such as replacing our current lagoon with a new dual channel lined lagoon that would allow one side to be used while one was being drained and dredged. Until this solids handling facility can be designed, funded and built the alum lagoon will continue to be operated in the use/dredge-WTTP disposal/use cycle. 16.
