Ramsey, President 530 Sensation Weigh Beaufort, NC 28516-7672 NORTH CAROLINA Enytronmental Quality August 16, 2019 Subject: Compliance Evaluation Inspection NPDES General Stormwater Permit NCG 190000 Certificate of Coverage NCG 190052 Jarrett Bay Boatworks-Beaufort Carteret County Dear Mr. Ramsey: On June 29, 2018, staff from the Wilmington Regional Office of the Division of Energy, Mineral and Land Resources (DEMLR), conducted a site inspection for the tract/project known as Jarrett Bay Boatworks located in Carteret County, North Carolina. The site drains to the Core Creek (or Adams Creek Canal), which is currently classified as Class SA HQW Waters in the White Oak River Basin. The following observations were noted during the DEMLR inspection (please see the attached addendum for additional information about your permit): 1. The power washing station was observed in operation during this brief inspection. The settling pond is in need of maintenance. Please clean out the basin by the end of the year. Investigation of the pond should occur. Previous inspections note that the pond may be clay lined. If not a suitable liner will be needed. Thank you for your assistance and cooperation during this inspection. Please be advised that violations of the NPDES Stormwater General Permit may be subject to a civil penalty assessment of up to $25,000.00 per day for each violation. The travel lift holds a boat overa concrete pad that drains to a settling pond. There is evidence of overspray and contamination of adjacent soils. Cox has the area under a BMP of replacing the gravel every few years. The settling pond is in need of refurbishment. The pond may be clay lined, but needs to be verified. The pond needs sediment to be removed.
