Asheville Airport Apron Expansion
Dear Mr. Bleiweis:
On March 28, 2019, the Division of Water Resources — Water Quality Programs (Division) received your
application dated March 22, 2019, requesting an Individual Water Quality Certification from the Division
for your project. On July 3, 2019 the Division received additional information in response to a request
issued on May 7, 2019. The Division has determined that your application remains incomplete and
cannot be processed. The application is on -hold until all of the following information is received:
The Division appreciates the additional information that has been provided regarding avoidance
and minimization for the impacts associated with the proposed Apron Expansion. Please update
the on-site alternatives analysis and avoidance and minimization analysis with the new
information. Specifically provide updated clear and concise siting criteria with explanations.
And ensure that all previously noted discrepancies have been removed, clarified, or resolved. In
addition, if the alternatives analysis references constraints related to future projects please
provide an airport master plan in support of this criteria. [15A NCAC 02H .0506(f) and (g)]
2. You have indicated that parking spaces lost by the current project will be replaced by an
associated paving and parking expansion project shown on Exhibit C as Lot B. You indicate that
there will be no wetland or stream impacts for the Lot B expansion. Exhibit C indicates there are
additional parking lot expansion areas under consideration, please clarify if any of these parking
lot expansion areas include jurisdictional impacts. [15A NCAC 02H .0506(b)(4)]

3. In order to ensure downstream water quality protection will be provided, it is necessary for the
Division to consult with the Division of Energy, Mineral and Land Resources stormwater unit
upon their review of the project's stormwater permit application. [15A NCAC 02H .0502(b)]
Please note that a complete review of the project could not be conducted at this time based on the lack
of information submitted. Upon receipt of the requested information, additional requests may be
necessary to determine compliance with all appropriate state regulations.
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested
information for the proper consideration of the application. Please respond in writing within 30
calendar days of receipt of this letter by sending one (1) copy of all of the above requested information
to the 401 & Buffer Permitting Branch, 1617 Mail Service Center, Raleigh, NC 27699-1617 OR by
submitting all of the above requested information through this
link: https://edocs.deg.nc.gov/Forms/Supplemental-Information-Form (note the DWR# requested on
the link is referenced above).
If all of the requested information is not received within 30 calendar days of receipt of this letter, the
Division will be unable to approve the application and it will be returned. The return of this project will
necessitate reapplication to the Division for approval, including a complete application package and the
appropriate fee.
Please be aware that you have no authorization under the Water Quality Certification Rules for this
activity and any work done within waters of the state may be a violation of North Carolina General
Statutes and Administrative Code.
