Dear Mr. and Ms. Powell:
On August 13, 2019, Brian Lambe from the Wilmington Regional Office of the Division of Energy, Mineral,
and Land Resources (DEMLR), conducted a compliance evaluation inspection for Powell Brothers
Maintence located in Sensation Weigh, Carteret County, North Carolina. The site drains to Core Creek
(Intracoastal Waterway Adams Creek Canal), which is currently classified as Class SA, HOW Waters in the
White Oak River Basin.
The following observations and violations and permit condition violations were noted during the DEMLR
inspection and file review:
1. The waste oil spill has been remediated.
2. The facility has developed and implemented a stormwater pollution prevention plan (SPPP).
3. The facility has implemented analytical sampling requirements.
4. The facility has implemented qualitatitve monitoring requirements.
5. The facility has conducted general maintenance and removal of waste materials.
6. The facility is in the process of establishment of best management practices, including:
• secondary storage for all liquids
• use of tarps and drop cloths to contain sanding, blasting, and scraping debris
• solvent management
• powerwashing management solution.
Thank you for your assistance and cooperation during this inspection. The site is in compliance with the
Notice of Violation issued in June 2019. Please continue to develop and implement BMPs for the site.
The facility also has two state stormwater permits for Lot 14--SW000640 LD and Lot 7J—SW8050619 LD.
The lots are tied to the Jarrett Bay permit SW8980926 (Mod). The lots are listed as low density, but do
have maximum allocation of built upon area (BUA). Please review the permit documents to ensure
compliance with permit requirements.

Inspection Summary:
Facility has been cleaned up. There is still improvements to make, but the Powell's have made major strides in compliance.
Please address the following issues:
1. West side of the property needs a BMP to contain sediment and pollutants. A diversion berm that is grassed will serve as
a starting point. The state stormwater permit has this area as grassed.
2. Continue to implement procedural BMPs for blasting and sanding.
3. Evaluate wastewater being discharged from the site.
