Subject: Proposed Fill in Headwaters or Isolated Wetlands
Mill Creek Crossing
Onslow County

Upon review of your request for Water Quality Certification
to place fill material in a wetlands adjacent to a tributary to
Mill Creek, we have determined that the proposed fill can be
covered by General Water Quality Certification No. 2176 issued
November 4, 1987. A copy of the General Certification is
attached. This Certification may be used in qualifying for
coverage under Corps of Engineers' Nationwide Permit No. 26.

Dear Mr. Mills:

We would like to apply for a 401 water quality certification permit.

Our office has recently been in contact with Ms. Alison Arnold, Wilmington
District, Corps of Engineers. We submitted a site plan August 7, 1989 asking
for .99 acres fill of wetlands. In a phone conversation August 18, 1989 Ms.
Arnold advised us that our less than 1 acre fill of wetlands had been denied.
The reason being that although we were only filling .99 acres our IIchecker
board II fill pattern was effecting approximately two acres of wetlands. Ms.
Arnold advised us to contact you and apply for a 401 water quality certification
permit.
