New Proposed Peat Mine in NE North .Carolina
MEMO TO:
THROUGH:
FROM:
On Wednesday morning, David Williams and I met with Gary
Smith, P.E. Project Manager for Forsite Corporation (Dallas,
Texas) about his client's preliminary thoughts cOIlcerniIiga peat
mine in north.;,.easternNorth Carolina. The two (as of now)
possible sites are northwest of Elizabeth City or southwest of
Plymouth. According to Mr. Smith, no land has been purchased as
of yet. '
We discussed our peat m1.n1.ng regs and gave Mr. Smith copies
of various First Colony and White Tail Farms reports. He talked
to Kevin Moorehead (Wetland Scientist with Division of. Soil and
Water Conservation) about wetland issues~ He also called Jim
Mulligan and they are tentatively. planning a meeting in
Washirigtonj N.C. for mid~August with regional staff. I would.
like to be there as welL when it .issCheduled.
I am not sure 'how serious Mr. Smith's client is (especially'
after hearing about our regs and the tales of woe for White Tail
Farms and First Colony) but I will keep you informed. Please
advise me as to who else (if anyone) on the central staff
(besides the ccls below) should be kept informed.

Dear John:
Enclosed are your copies of 2 reports that you loaned me a couple of weeks ago:
IIEnvironmental Analysis and Executive Summary of First Colony Farms, Inc.
Peat Mining and Power-Plant Project in Northeastern North Carolina",
December, 1985
and
IIWTF Responses to Water Quality Section Comments of DNRCD Staff, Addendum
3", March 3, 1988
I especially appreciated your time during my visit to Raleigh. Rather than
hold a meeting with the regional staff of DNRCD as we had discussed, we will
probably just make a few phone calls to selected staff personnel at this stage.
Thanks again for your help, and I will continue to stay in touch as the project
develops.
Very truly yours,
a~~
l~~y mith, P.E.
