Dear Mr. Lapsley:

Upon review of your request for Water Quality Certification
to place fill material in a wetland area adjacent to Perry, Big
Willow, and Finley Creeks, we have determined that the proposed
fill can be covered by General Water Quality Certification No.
2176 issued November 4, 1987. A copy of the General
Certification is attached. This Certification may be used in
qualifying for coverage under Corps of Engineers' Nationwide
Permit No. 26.

Dear Mr. Mills:

Reference is made to our recent telephone conversation
concerning a proposed golf course development project in
Henderson County. Based upon recent site inspections by the U.S.
Army Corps of Engineers, it is our intent to file a Predischarge
Notification Form under Nationwide #26 for for headwater areas.

It is our understanding that under this permit program that
DEM will be required to provide a "401" water quality certifica-
tion for this project. Therefore, we are enclosing a copy of the
site plan showing the wetland areas which have been verified in
the field by the Corps and a vicinity map to help you locate the
site.
