Glaxo Inc., - Research and Development Facilities Research Triangle Park Project Description Glaxo Inc., is developing research and development facilities on approxima- tely 192 acres located in Research Triangle Park, North Carolina. The site extends approximatley 5,500 ft. north to south from Alexander Drive to Ellis Road and is bounded on the east by the east/west expressway. The northern half of the site, which has been selected for the Research and Development Facilities, is totally wooded and intersected by an intermit- tent stream bisecting this part of the site east to west. Two high points, north and south of the stream, at elevations approximately 370 and 380 respectively, are located 50 to 60 feet above the stream. Low points of 295 and 305 mark the elevation of the intermittant stream. The stream valley provides the opportunity for water detention to control stormwater runoff. The proposed dam location for the stormwater detention facility will also provide for the location of the proposed Boulevard. The two new ponds, one of five acres and one of one acre surface area, will be developed for stormwater management. The location of these ponds is basi- cally along the natural water course of the existing intermittant stream. The approximate area of stream bed disturbance during construction is equal to 6 ft wide x 1500 ft long/43560 sq. ft. per acre = 0.2 acres. The development for the master plan of the Glaxo facilities will be completed in four phases. Construction within the stream location for the detention facilities will commence with the second phase of construction. Reference your letter of February 17, 1987, concerning the , proposed Glaxo Facility in Research Triangle Park, Durham County, North Carolina. In response to that letter, Mr. Ken Jolly of my staff inspected the proposed worksite on March 3, 1987. The inspection revealed that the site consists of high ground with the exception of an unnamed tributary to Northeast Creek which traverses the northern limits of the tract. Our review of the plans submitted with your letter indicates that you propose to construct a road across this stream and also build two ponds on this drainway. Work entirely restricted to existing high ground will not require Department of the Army permits. However, Federal permit authorization will be required for any discharge of fill material into the stream on the property. We would appreciate the opportunity to review detailed plans of all work in the stream, when such plans become available, for a specific determination of Federal permit requirements.
