Dear Mr. Anderson:
Upon review of your request for Water Quality
Certification to place fill in waters and/or wetlands in a
tributary to Black Creek, we have determined that the
proposed fill can be covered by General Water Quality
Certification No. 2177 issued November 4, 1987. A copy of
the General Certification is attached. This Certification
may be used in qualifying for coverage under Corps of
Engineers' Nationwide Permit No. 14.

Dear Mr. Mills:
Our firm has discussed proposed Holland Crossing Subdivision
near Fuquay-Varina, NC with Mr. Jeff Richter of the Corps of
Engineers. He has performed a site investigation to determine
whether wet lands are present. According to Mr. Richter there
are wet lands in two of the street crossings of minor streams in
the proposed subdivision. He has informed our office that these
crossings are covered under nationwide 404 permits. However, we
are required to obtain a Water Quality Certification.
Enclosed are the following:
1. Application for Water Quality Certification.
2. Copy of deed for the affected property.
3. One set of plans showing overall subdivision layout and
stream crossing.
We hereby request Certification Pursuant to Section 401 of
the Federal Clean Water Act. Should you have questions or
require further information,. please contact our office.

details). Note: Original drawings preferred - only high quality copies accepted.
C. A copy of the application and plat must be served upon adjacent riparian landowners by registered or

Such owners have 30 days in which to submit comments to agencies listed below.
X1. Certification requirement: I certify that to the best of my knowledge, the proposed activity complies
with the State of North Carolina's approved coastal management program and will be conducted in a
manner consistent with such program.
XII. Any permit issued pursuant to this application will allow only the development described in this appli-
cation and plat. Applicants should therefore describe in the application and plat all anticipated devel-
opment activities, including construction, excavation, filling, and land clearing.
