proposed fill can be covered by General Water Quality
Certification No. 2176 issued November 4, 1987. A copy of
the General Certification is attached. This Certification
may be used in qualifying for coverage under Corps of
Engineers' Nationwide Permit No. 26.

Public Notice allowed comments to be received by DEr~ until
December 29, 1987. Could this date be modified to November 29,
1987, in order to allow your early consideration?

transmittal to Mr. Charles Hollis of the Wilmington District
Corps of Engineers (COE) dated November 18, 1987.

This transmittal is the Application for Fill Permit #2 which
will provide for placement of fill only in the isolated wetland
area on the site. The original application,which included
placement of fill in two Walnut Creek flood plain wetland areas,
will remain under consideration.

Based upon our telephone conversation on Friday with Mr. Jeff
Richter of the COE, a permit will be issued for the work shown
on the revised site plan in Application #2 subject to the Sec-
tion 401 certification by OEM.

Dear Mr. Hollis:

In accordance with our telephone conversations with your office,
we have revised the site plan for the subject project to avoid
placing fill materials in the two wetland areas in the Walnut
Creek flood plain. The placing of fill materials in the
isolated wetland area remains a part of this revised site plan.
This revised site plan will provide Wake County Schools System
with a functional Central Service Complex except there will not
be adequate storage area for the System's school buses and a
secure satelite bus storage area will be required.

We understand that a permit for the work shown on this revised
plan may be approved within a 20-day periOd while a permit for
the original site plan will require more than 90-days and then
may not be approved.

Wake School Systems has requested that approval of the work shown
on the revised site plan be provided to allow the site development
to proceed and the original application, which included fill in
the two Walnut Creek Flood plain wetland areas, remain under
consideration. Wake Schools understand the opposition to the
original plan by the Fish and Wildlife interests but believes
the public would benefit from that plan and that some offsetting
measures may be feasible.

Dear Mr. Hollis:

In accordance with our telephone conversations with your office,
we have revised the site plan for the subject project to avoid
placing fill materials in the two wetland areas in the Walnut
Creek flood plain. The placing of fill materials in the
isolated wetland area remains a part of this revised site plan.
This revised site plan will provide Wake County Schools System
with a functional Central Service Complex except there will not
be adequate storage area for the System's school buses and a
secure satelite bus storage area will be required.

We understand that a permit for the work shown on this revised
plan may be approved within a 20-day period while a permit for
the original site plan will require more than 90-days and then
may not be approved.

Wake School Systems has requested that approval of the work shown
on the revised site plan be provided to allow the site development
to proceed and the original application, which included fill in
the two Walnut Creek Flood plain wetland areas, remain under
consideration. Wake Schools understand the opposition to the
original plan by the Fish and Wildlife interests but believes
the public would benefit from that plan and that some offsetting
measures may be feasible.

Certification is attached. This Certification may be used
in qualifying for coverage under Corps of Engineers'
Nationwide Permit No. 26.
