Paul Wilms Director Subject: Proposed Fill in Headwaters or Isolated Wetlands Cashiers Village Jackson County Dear Mr. Pulley: Upon review of your request for Water Quality Certification to place fill material in a tributary to Cashiers Lake, we have determined that the proposed -fill can be covered by General Water Quality Certification No. 2176 issued November 4, 1987. A copy of the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 26. Quality Section of :the Division of Environmental Management that I would like to share with you. Our company is in the process of developing a 28 acre tract in the small mountain Village of Cashiers in the western part of the state. The development will include a new post office and County Office building in addition to some retail locations. It was necessary to obtain a Nationwide Permit 26 from the Army Corps of Engineers in order to fill 9 3/4 acres for the proposed project. After completing the necessary forms and various topo studies for the Army Corps of Engineers, we found that it was necessary to obtain a Water Quality Certification from North Carolina for NWP 26. I telephoned.Mr. William C. Mills to discuss the situation. with him. Mr. Mills was informative and helpful to us. After sending the required information to him about our project, Mr. Mills arranged for the Water Quality Certification to be sent to us in time to present with our NWP 26 application to the Army Corps of Engineers. It is refreshing to experience a supportive attitude from a governmental official. In my opinion, this is one reason that North Carolina is such an outstanding state. Sincerely, William W.
