SUBJECT: Compliance Evaluation Inspection
Madison Water Treatment Plant
General Permit - Certificate of Coverage No. NCG590016

Dear Mr. Yates:
On August 13, 2019,Jenny Graznak and Rebecca Chandler of this office met with Kevin Yates,
Operator in Responsible Charge (ORC), to perform a Compliance Evaluation Inspection at the
Madison Water Treatment Plant. This type of inspection consists of two basic parts: an in-
office file review and an on-site inspection of the treatment facility. The attached EPA
inspection form details the areas that were evaluated during this inspection. Please note the
following specific observations from the inspection:
1) It is our understanding that this facility discharges infrequently due to a reduced amount
of filter backwashing and increased efficiency. Furthermore, Ms. Graznak noted that
operators have been creating discharge events in order to collect samples. Please be
aware that you are only required to perform sampling during normal discharge events.You
may state "No Flow" on the Discharge Monitoring Report as necessary.
2) During the inspection, Ms. Graznak observed a Town of Madison pump station and sewer
line/manhole directly adjacent to the plant. She discussed with Mr. Yates the option of
discharging the filter backwash or perhaps just the decant from the settling ponds into the
town's sewer. Please keep us posted if this is a viable option for your Town.
3) This facility stopped adding Fluoride in June 2019. Therefore, Fluoride sampling is no
longer required by the Permit.
