Expedited permits are generally simple 100% domestics (e.g., schools, mobile home parks, etc) that can be administratively renewed with minor changes, but can include facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing, instream monitoring, compliance concerns). Yes; See below Facility Overview: The Town of Jonesville operates a conventional WTP designed for a potable flowrate of 1.0 MGD and a maximum potential wastewater discharge of 0.85 MGD (confirmed by ORC; application indicated reject flow of 0.006 MGD, and previous factsheet said intermittent discharge up to 14,000-28,000 gallons per event). Raw water is treated by injecting aluminum sulfate, caustic soda, and polymer, and running the water through Actiflow Micro -Sand Treatment Units. Waste from the end of the Actiflow units is recirculated to the beginning of the treatment trane. No additional chemical treatment is used prior to the discharge valve. After the discharge valve, additional treatment of the water includes filtering and chlorination before entering the clearwell. Billy Wood (ORC) explained that no filter backwash has the potential to be discharged as all filter backwash flow is diverted to a 100,000 gallon storage tank, which connects to the sewer system. The potential discharge is what goes through the emergency valve from the Actiflow treatment prior to the filters. In a phone call February 13, 2019, Mr. Wood explained that the valve was frozen from unuse (it had not been used in the time the facility had been built). Mr. Wood explained that the valve was initially put in as there were concerns getting the treatment units up and running (hence the large discharge volume), and the Town chose to keep the permit in case there was ever a need to discharge in case of an emergency. Per the renewal application: A valve was installed, only for the start-up process and in the event of an emergency situation, to release the treated water back to the river. This has not been used in the 5 years of operation at the water plant. The Town of Jonesville WTP is an A Surface Water Treatment Plant, with a 1.0 MG maximum rating per day, although the maximum flow each day is only 600 GPM influent and 590 GPM effluent. The source water is drawn from the Yadkin River and pumped up to our 8.0 MG reservoir, directly above the Water Treatment Plant. The first chemical injected into the raw water is Aluminum Sulfate 48% and after this , Caustic Soda 25%. These are injected prior to the pre-treatment of the raw water. Next the water enters the Actiflow Micro -Sand Treatment Unit where a small dose of polymer ( 0.30 mg/I ) is added to help bid the turbidity for settling. The Actiflow process only requires 20 to 30 minutes of treatment time. These are the only chemicals added in the treatment process, prior to the discharge valve. This discharge valve has not been opened since the start up of the new Water Treatment Plant in 2013. 2. The discharge valve is ( as described in prior application ) a gate valve that is to be opened manually, only in the event of a major error in the treatment process ). Since start-up in 2013, this has not had to be used. The gate valve would be closed manually once the error has been corrected. 3. The maximum potential discharge from Outfall 001, to the Yadkin River: would be 0.85 MG. This would be in the unlikely event of not being able to correct the problem within a 24 hour day. 4. Updated schematic included. Please feel free to come and inspect our Water Plant and the discharge valve. I know that this in non - conventional type of discharge and it's application to our needs.
