W NCDENR-DWR Index Number: 28-79-(1) Stream Classification: C NSW DESCRIPTION OF WORK Project purpose: Replacement of structurally deficient bridge with a new structure existing alignment. Existing structure: 1 @ 20'-8" timber floor on I -Beams with timber caps on rubble masonry abutments. Proposed structure: The proposed structure is 42' x 10' concrete arch bottomless structure that is 52 feet long. IMPACT SUMMARY Wetland Impacts: Impacts are the following: <0.01 ac Permanent Fill in Wetland, <0.01 ac Permanent Excavation in Wetland and <0.01 ac Permanent Mechanized Clearing in Wetland. Stream Impacts: Impacts are the following: 151 linear feet permanent stream impacts (which includes the 52 foot long structure and permanent rip rap on streambanks) and 176 linear feet temporary stream impacts (dewatering area to work in the dry). Is mitigation proposed for project? Yes, stream mitigation is proposed for linear length of stream to be contained in the concrete arch bottomless structure (52 linear feet). PROTECTED SPECIES INFORMATION Northern long eared bat: BC of May Affect, Likely to Adversely Affect based on programmatic biological opinion with the FHWA, NCDOT and USACE that allows for incidental take for NLEB for projects with a federal nexus in Division 5. Dwarf wedgemussel: Biological Assessment (NCDOT dated April 5, 2015) indicates BC of May Affect, Not Likely to Adversely Affect for this species. Biological /Conference Opinion (USFWS dated July 16, 2019) concurs with this determination. Tar River spinymussel:: Biological Assessment (NCDOT dated April 5, 2015) indicates BC of May Affect, Likely to Adversely Affect for this species. Biological /Conference Opinion (USFWS dated July 16, 2019) indicates that the project is not likely to jeopardize the continued existence of this species. Yellow lance: Biological Assessment (NCDOT dated April 5, 2015) indicates BC of May Affect, Likely to Adversely Affect for this species. Biological /Conference Opinion (USFWS dated July 16, 2019) indicates that the project is not likely to jeopardize the continued existence of this species. Atlantic pigtoe (listed as Proposed Threatened): Biological Assessment (NCDOT dated April 5, 2015) indicates BC of May Affect, Likely to Adversely Affect for this species. Biological /Conference Opinion (USFWS dated July 16, 2019) indicates that the project is not likely to jeopardize the continued existence of this species. Additionally, the project is not likely to destroy or adversely modify proposed critical habitat for this species. Carolina madtom (listed as Proposed Endangered): Aquatic species survey report (Draft NCDOT, July 31, 2019) indicates No Effect for this species. Neuse River waterdog (listed as Proposed Threatened): Aquatic species survey report (Draft NCDOT, July 31, 2019) indicates May Affect, Likely to Adversely Affect for this species. The Department will continue to coordinate with the USFWS regarding this species at the site. CULTURAL RESOURCES INFORMATION Historic Architecture: Historic Architecture and Landscapes No Historic Properties Present or Affected form dated November 30, 2017.
