Project Description: Replace Bridge No. 135 on SR 1609 (Powells Mill Road) over Fishing
Creek (off -site detour planned, no improvements).
SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW

DESCRIPTION OF REVIEWACTIVITIES, RESULTS, AND CONCLUSIONS: HPOWeb reviewed on 9
November 2017 and yielded no NR, DE, SL, LD, or SS properties in the Area of Potential Effects
(APE). The APE extends approximately 400 feet from either end of the existing bridge (N-S)
and 150 feet to either side of the SR 1609 (Powells Mill Road) centerline (E-W) to encompass
construction activities as currently defined. Warren County current GIS mapping, aerial
photography, and tax information revealed a mostly wooded and undeveloped APE (viewed 9
November 2017). The northwestern quadrant of the APE intersects the southern corner of a
parcel on which stand the circa-1950 Spring Green Missionary Baptist Church and its associated
cemetery (ca. 1910-present) (#240 Powells Mill Road). The church and cemetery are located
approximately 800 feet north of the existing bridge and 150 feet west of the SR 1609 (Powells
Mill Road) centerline, well beyond likely project impact. Constructed in 1975, Bridge No. 135 is
not eligible for the National Register as it is not representative of any distinctive engineering or
aesthetic type. No comprehensive architectural survey of Warren County exists, but various
reconnaissance and other studies record no resources in the project area. No National Register -
listed properties are present along the proposed off -site detour route. Google Maps "Street
View" confirmed the presence and relative placement of architectural and landscape resources
in the APE (viewed 9 November 2017). A finding of "no historic properties present or affected"
will satisfy both Section 106 and GS 121-12(a) compliance requirements.
