No: na Funding: ® State ❑ Federal Federal Permit Kequired? ® Yes ❑ No Permit Type: NWP Project Description: The North Carolina Department of Transportation (NCDOT) Division 5 intends to replace Bridge No. 135 on SR 1609, Powell Mills Road, over Fishing Creek southwest of Liberia. Based on preliminary designs that were made available at the time of the request for archaeological review, an area of potential effects (APE), for the purposes of that review, was established that encompassed all proposed right- of-way (ROW) for the bridge replacement project. This APE is estimated at roughly 1 acre (slightly over .4 hectare). SUMMARY OF ARCHAEOLOGICAL RESOURCES REVIEW: SURVEY -REQUIRED Briefdescription ofreviewactivities, results ofreview, and conclusions: The initial review of the site maps and files archived at the North Carolina Office of State Archaeology (OSA) was conducted on November 9, 2017. No previously recorded archaeological resources are located within the proposed APE, nor are any archaeological site recorded within .5-mile of Bridge No. 135. An examination of the data presented on the North Carolina State Historic Preservation Office HPOWEB GIS Service (htW://gis.ncdcr.gov/hl2oweb/) reveals no historic properties within .5-mile of Bridge No. 135. However, two previously recorded cemeteries, both in close proximity to the Spring Green Church, fall within that same radius. An examination of soils in Warren County presented on the National Resources Conservation Service Web Soil Survey (http://websoilsurvey.nres.usda.gov/apt/WebSoilSurvey.aspx) indicates that the following soil types fall within the delineated APE: Chewacla and Wehadkee soils, 0 to 2 percent slopes, frequently flooded (ChA); and Tussahaw-Bethlehem-Pacolet complex, 15 to 35 percent slopes (TxE). A review of historic mapping for Warren County reveals that several mills have been located along Fishing Creek. In particular, Powell's Mill is illustrated at the current bridge location on the John Buck 1924 map of Warren County. A "store" is also indicated on the map adjacent the crossing of Fishing Creek. The 1938 Soil Map for Warren County does not indicate a crossing of Fishing Creek at the location of the current project area but illustrates a mill labeled "Harris Mill" on the map at that location. LIDAR imagery of the project area suggests that some of the mill elements might he outside the proposed APE. A reconnaissance investigation of the project area should confirm if elements of either the mill complex or the store would be impacted by the project as currently proposed.
