Upon review of your request for Water Quality
Certification to place fill material in a tributary to North
Buffalo Creek, we have determined that the proposed fill can
be covered by General Water Quality Certification No. 2176
issued November 4, 1987. A copy of the General
Certification is attached. This Certification may be used
in qualifying for coverage under Corps of Engineers'
Nationwide Permit No. 26.

In reference to our phone conversation of November 4, I am
contacting you to request proplier water certification. As
I had reported earlier to you, Mr. Hugh Heine of the Army
Corps of Engineers (Wilmington 919-343-4725) inspected our
site November 4 and stated that the work is "located within
the headwaters of the creek" with "fill less. than one acre."
I have enclosed a segment of a Guilford County road map indi-
cating our location, and a more detailed survey map specifying
our exact location. The stream or run off in question is
represented on the property map by the blue marking.
