Upon review of your request for Water Quality
Certification to place fill material in a tributary to Irwin
Creek, we have determined that the proposed fill can be
covered by General Water Quality Certification No. 2176
issued November 4, 1987. A copy of the General
Certification is attached. This Certification may be used
in qualifying for coverage under Corps of Engineers'
Nationwide Permit No. 26.

Enclosed is a portion of the USGS Mint Hill Quadrangle showing the proposed fill
site for Idlewild Country Club. The fill site is downstream of, and adjacent to,
a small lake known locally as Mortons Lake on an unnamed tributary of Irvin's Creek.
Mr. Hugh Heine of the Corps of Engineers has inspected the site and the Corps has
authorized the work under Nationwide Permit No. 26 subject to your office providing
the Owner with a 401 Certificate.
Please review this data and advise Mr. 0. Kenneth Ivy, 10141 Idlewild Road, Matthews,
North Carolina 28105 of your action. A copy to this office would be appreciated.
