Suzanne,
I inspected the Graham County Recycling Facility on August 8, 2019. Please see the below findings concerning the facility.
1) Scrap metal (mainly in the form of used appliances) is stored and exposed to precipitation at the facility.
2) Fueling areas are exposed to precipitation at the facility.
3) The primary use of the facility is a "transfer station".
4) The facility discharges into a drainage feature which discharges into an unnamed tributary of Long Creek (C;Tr).
My conclusion is that this facility does require an NPDES Stormwater permit. If the current permit is rescinded, they would
need coverage under an individual permit.
It is my opinion that keeping the facility under its current permit (Utilizing the "like industrial activity' section) is the best
course of action. I would like to get Bethany's comments on this one as well, but I do not feel that rescinding this permit is
appropriate.
I have also cc'd Mike Lawyer to see if he has any comments on the facility as well.
