This permit, issued on , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
Dermittee to a fine, imprisonment or civil action; or may cause the permit to be null and void. ,.
(1) This permit can only authorize a project consistent with the rules of the
Coastal Resources Commission. Therefore, to prevent the docks from being
inconsistent with Rule NCAC 7H.0208(b)(6)(c) iii which requires that docks
and piers not extend more then 1/3 the width of the water body, the docks
must be reduced in length to meet that requirement. A reduction of at least
10 feet is required.
(2) The pier system nor any part thereof may be constructed any closer than
15 feet from the adjacent properties lines extended from the run of the
channel landward.
(3) The access piers must not exceed a width of 6 feet.
(4) Prior to the occupancy of any new slips, a pumpout facility must be installed
and maintained for the life of the project to service boats with holding
tanks.
(See attached sheet for Additional Conditions)
This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1990
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

The Subject application has been reviewed for water
quality impacts and the following comments are offered:
1. The proposed project does not require a 401
Certification.
2. It is expected that Water Quality Standards for SA
waters will be violated unless the following are
incorporated as CAMA permit conditions and strictly
enforced:
a. That a pumpout system which is approved by DEM be
installed and maintained for the life of the
marina.
b. That signs be posted on the piers stating that no
overboard discharge of sewage is allowed and
informing boat owners of the pumpout facilities.
C. That there be a locked-head policy established and
strictly enforced.

Application for Permit for Excavation and/or Fill
Quaintance, Inc.
Brunswick County
The applicant proposes to construct a commercial floating dock
with eight access piers. The work would be done adjacent to
Ocean Isle's commercial canal, classified SA and currently closed
to shellfishing. The project has been reviewed to determine
impacts on water quality. The following comments are provided:
1. The project will not require a 401 Certification.
2. It is expected that violations of water quality standards
will occur unless the following conditions are incorporated
into the CAMA Permit.
a. That a pumpout system which is approved by DEM be
installed and maintained for the life of the marina.
b. That signs be posted on the piers stating that there is
no overboard discharge of sewage allowed and informing

9. PROJECT DESCRIPTION
The proposed project is located at Ocean Isle Beach at the west end of a
manmade canal (commercial) east of the new causeway. This canal is connected
to the AIWW. The high ground portion of the property consist of a narrow
strip of land which parallels Causeway Drive. The waters are classified SA
closed and are designated as a secondary nursery area. There is an existing
business on the property. There is also an existing pier located on the east
of the property. The AIWW is to the North of the project site.
The applicant proposes to construct a commercial floating boat dock along the
western edge of Ocean Isle's Commercial Canal. Also proposed are 8 access
piers to provide more permanent access at this location and a gas pump to be
located at the rear of the exiting gas station. The boat dock will be
approximately 5' x 1701. The access piers are shown on the drawing as
measuring approximately 5' x 30' each. These will accommodate approximately 14
boats.
10. ANTICIPATED IMPACTS
The location of the piers does not exceed one-third the distance of the canal.
The project is located at the upper end of navigation in the water body and
therefore will not cause any interference. If the project is constructed as
proposed no significant long-term impacts are anticipated.
