Upon review of the Uncontrollable Mass Balance spreadsheet, it is reasonable to apply the sampling value of 0.017 mg/L rather than the literature value giving a MAIL value of 0.3784 lbs/day with 54.6% remaining MAHL. 2) Silver- The calculator gives a stream standard of 0.00006 mg/L with a permit limit of 0.000062 mg/L. Only 2 samples of influent have been analyzed at the new lower PQL of 0.0005 mg/L(State lab PQL is 0.001 mg/L)with one non-detect and one at 0.0008 mg/L. This limited data does not justify a zero uncontrollable value. Three effluent samples have been analyzed at the PQL of 0.0005 mg/L with all three non-detect. Within the limitations of the method it can be assumed that the effluent is meeting the probable permit level and so the Allocation Table remains with a negative MAIL with no possible allocation to industry. The Permit limit for arsenic would be determined by taking the Human Health Standard and dividing it by an IWC based on the mean annual flow of the receiving stream and the permitted plant flow. IIWC=Permitted Flow-(Permitted Flow+mean annual average) **Nickel has a Water Supply standard of 25 ug/L and in most cases is more stringent than the freshwater standard.
