This permit, issued on 10/ Z >/gz , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
(1) The bulkhead alignment will approximate the existing bulkhead alignment.
(2) All back fill material will be obtained from a high ground source and confined
behind the permitted bulkhead.
(3) All fill material to be placed below normal water level will be confined
behind the permitted bulkhead.
(4) No excavated or fill material will be placed at any time in any marsh or -
surrounding waters outside of the alignment of the fill area indicated on the
plat.
(5) The activity will be conducted in such a manner as to prevent significant
increases in turbidity outside the area of construction or construction-
related discharge.
This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31. 1989
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

SITE DESCRIPTION:
The applicant's property is located in Dare County in Colington Harbour
Subdivision on Tartan Inlet off the Albemarle Sound. The lot is #4, Section
R on Roanoke Drive. The lot is approximately 5.3' above NWL and has a sandy
loam soil. The lot is undeveloped and is vegetated with lawn grasses.
The applicant proposes to replace the existing asbestos bulkhead at the same
alignment with treated timbers on Tartan Inlet. The existing bulkhead is deteriorated
with erosion behind it a maximum of 9' and an average of 3' from the existing
bulkhead to NWL. The proposed bulkhead will tie into adjacent existing bulkheads.
ANTICIPATED IMPACTS:
The project as proposed would result in.the filling of 231 square feet of
canal bottom, resulting in 26 cubic yards of fill, with 4.2 cubic yards being"
below NWL. The proposed activity will result in increased levels of turbidity
during construction, however, these should be short termed and localized.
