This permit, issued on 111.2- b156 , is subject to compliance with the application (where consistent with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void. (1) The crushed stone which is to be used to stabilize the pipe within the Roanoke River will be of a size sufficient to preclude movement from the project site. (2) No wetland vegetation will be excavated or filled. (3) At the location where the pipeline crosses Trowbridge Road (Welch Creek) the pipeline will not impede navigation. A minimum navigational clearance of 4' vertical and 7' horizontal is required. (4) The pipeline will not impede navigation at the mouth of Welch Creek. (5) Hydraulic washing of the diffuser pipes into the bottom of Roanoke River or other sediment disturbing activities shall not occur from May 1 to June 15 of any year. (6) The activity shall be conducted in such a manner as to prevent significant This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on-site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Departmental approval. All work must cease when the permit expires on December 31, 1989 In issuing this permit, the State of North Carolina agrees that your project is consistent with the North Carolina Coastal Management Program. Any violation of the NPDES permit will be considered a violation of this permit. NOTE: Approval to work within the highway right-of-way must be obtained from the Dept. of Transportation District Office in Plymouth. NOTE: An Easement from the Council of State through the Dept. of Administration, -State Property Office is required for the project prior to construction in the waters of the state. As our records indicate, Water Quality Certification was issued on January 6, 1986 for the original proposed outfall and diffuser locations. The new information has been reviewed and is consistent with your NPDES permit, as modified, for this discharge location. Water Quality Certification No. 1870 is hereby revised to reflect the design information as it was presented on October 29, 1986. Conditions of the Certification remain unchanged and in full effect. Authorization was provided for outfall structures where the effluent from the outfall has been permitted under the National Pollutant Discharge Elimination System (NPDES) program. By letter of October 29, 1986, you indicated that the proposed project has been modified to relocate the effluent discharge pipeline and diffuser from the mouth of Welch Creek to a location on the Roanoke River approximately 1,100 feet upstream from the original site. With this modification, the proposed project would still comply with the authorized nationwide permit provided that the NPDES permit is also modified to include the relocated discharge site. Please note that the conditions listed in our October 15, 1985, letter must be followed in order for the nationwide permit to be valid. Box 1890 Wilmington, NC 28402 Dear Mr. Hollis: Attached are the finalized engineering plans, as submitted by Weyerhaeuser Paper Company in Plymouth, for the relocation of our effluent discharge pipeline and diffuser from the mouth of Welch Creek to a location 1100 feet upstream of this permitted site. This relocation will eliminate having to place a large valve in the river along with an above water maintenance platform. Modifications to our original permit application are indicated in these revised plans. Please recall from your conversation with Glen Wood that due to the shallowness of the river bottom at this location, a dragline will be used initially to excavate a shallow trench for positioning of the pipeline ( 10 feet wide by 30 to 40 feet long ). Hydraulic washing will remain the primary means of positioning the diffuser in order to minimize displaced material. Spoils from the excavation will be taken to our sanitary landfill. Additionally, limited excavation will be required on the riverbank to allow the placement of sheet piling which is necessary while boring under the highway and railroad tracks ( see sheet 3 of 9 ). Management to move the proposed location of our outfall diffuser at Plymouth. Mr. Wilms staff has agreed to receive an application to modify Our NPDES permit to move the diffuser appro,:imately-1000 feet upstream from the presently permitted location near the Mouth of Welch Creek:. This modification will require a public notice to be issued prior to Submittal to the Environmental Management Commission for- their approval, most probably at their November meeting. Page Benton and I (plus several members of the Water Quality staff) met with Glen Wood this morning about moving the discharge site at Weyerhaeuser, Plymouth. Based on our discussions, Glen Wood will: 1) Send a letter to you explaining that Weyerhaeuser will not meet the schedule in their SOC for issuing contracts or initiating construction on the pipeline. These dates will have to be changed since they propose to move the location. 2) Send a request for permit reissuance with the site of the of the discharge accurately described so we can prepare a public notice. The Water Quality Section will be able to notice the permit in September if we receive the information from Mr. Wood in a timely fashion. The SOC would be redrafted after the permit issues to include actual dates for contract issuance and construction initiation. Previously these dates were tied to issuance of a 404 permit. Once the permit issues, we can include specific dates for these interim activities. If this process proceeds smoothly, the revised SOC would be on the November EMC agenda. For the purposes of Section 10 of the River and Harbor Act of 1899 and Section 404 of the Clean Water Act, Title 33, Code of Federal Regulations (CFR), Part 330 lists nationwide permits which were issued by publication in the Federal Register on July 22, 1982. Authorization was provided for outfall structures where the effluent from the outfall has been permitted under the National Pollutant Discharge Elimination System (NPDES) program. For the nationwide permit to be valid, the following special conditions must be followed: a. Any discharge of dredged or fill material will not occur in the proximity of a public water supply. b. The activity will not jeopardize a threatened or endangered species as identified under the Endangered Species Act, or destroy or adversely modify the cultural habitat of such species. c. The activity will not significantly disrupt the movement of those species of aquatic life indigenous to the waterbody (unless the primary purpose of the fill is to impound water). -2- d. Any discharge of dredged or fill material will consist of suitable material free from toxic pollutants. e. Any structure or fill will be properly maintained. f. The activity will not cause an unacceptable interference with navigation. The District Engineer has determined that adverse environmental effects of your work should be minimal. Your project is authorized by nationwide permit provided it is accomplished in strict accordance with the preceding conditions. Please be aware that this authorization does not relieve you of the responsibility to obtain any required State or local approval. C. 28403 Phone 919/762-3394 P M ROANOKE RIVER EFFLUENT PIPELINE AND DIFFUSER WEYERHAEUSER PAPER COMPANY PLYMOUTH, NORTH.CAROLINA The Weyerhaeuser Paper Company at Plymouth, North Carolina has entered into a SPECIAL ORDER BY CONSENT (SOC) No. EMC WQ No. 85-19 with the North Carolina Environmental Management Commission. The SOC requires Weyerhaeuser to construct a pipeline and diffuser system to move the point of effluent discharge from Welch Creek to the Roanoke River. Treated effluent for final discharge will be pumped from a point within the existing treatment system via a 60-inch above ground pipeline to the Roanoke River. The pipeline wi 1 1 move in a generally northeast direction from the treatment system and join the Roanoke at a point just below the outflow of Welch Creek. The pipe wi 1 1 be supported on wooden pi 1 es and have a ground clearance of 48 inches. The pipeline will cross under Trowbridge Road, State Route 1341, two mi 1 1 rail spurs, and State Route 1565. The pipe will follow the contour of the river bottom-out from the -south shoreline approximately 270 feet into the Roanoke. The existing navigation channel is approximately 100 feet wide and centered in the Roanoke. A clearance of more than 18 feet is anticipated between the pipeline and the normal water level. P W The pipe will be placed on the river bottom and hydraulically washed into position, minimizing the amount of displaced material. A covering of stone will be added to stabilize the pipe and diffuser in the river bottom. The project will require 24 months to complete from receipt of approval to construct. Description of Facilities A, Pump Station 1. The pump station will be located inside the east dike south of the #1 settling pond. The structure will be reinforced concrete for four pumps. A bar rack will be provided at the entrace to the wet well. B. Pumps 1. Pumps selected for this study are end-suction, axial flow pumps. Three pumps, each rated at 15,000 gpm at 25-feet TDH, were selected to meet the maximum flow of 55MGD. A fourth pump will be used as a spare. Motors for these pumps are 200 HP each. i? C. Piping and Controls 1. Butterfly valves on the discharge line of each pump will be sequenced with pump start and stop to control water hammer. 2. Local pump controls will be provided. 3. A turbine meter in the discharge line wi 1 l be provided for flow measurement and control. 4. The pipeline will be approximately 8,300 feet of 60-inch diameter carbon steel pipe supported on timber pile supports. 5. Air-rel ease vacuum valves wi 1 1 be provided along- the pipeline as required 6. Project summary The applicant is proposing to place a 270' long pi in the Roanoke River, of which 100' will be a diffuser to discharge treated industrial wastes. 0 Environmental settin Weyerhaeuser Paper Company at Plymouth, is located in Martin County. The company has been required by the N.C. Environmental Management Commission to move the discharge of industrial waste effluent from Welch Creek to the Roanoke River. This process was begun in 1980 with a consideration of an effluent diffuser. Due to various objections to the diffuser at that time other alternatives were also considered, mainly an augmentation canal from the Roanoke River to Welch Creek. Due to various objections to the canal, the company is now again proposing the diffuser to the Roanoke River. Proiect nroDosal The applicant is proposing to discharge treated industrial effluent into the Roanoke through a diffuser system which will enter the river just downstream of the mouth of Welch Creek. The river is + 470' in width at this location. The treated effluent will be pumped from a point within the existing treatment system through a 60" above ground pipeline to the Roanoke River, a distance of + 8300 feet. The pipeline will move generally in a northeast direction from the treatment lagoons. The majority of this route is vegetated with willows, cypress, red maple, cedars, various species of gums, cattails, and upland vines. The pipe will be supported on wooden piles and will have a ground clearance of four feet. The pipeline will cross under Trowbridge Road, SR 1341, two railroad spurs, and SR 1565. When the pipeline reaches the river edge it will follow the contour of the river bottom for approximately 270' into the Roanoke River. The pipe will be hydraulically washed into position. The trench will be 270' in length, 5' in width, with a depth of 3.5' in the river bottom. The pipe will be stabilized with stone. The last 100' of the pipeline will contain the diffuser system. The system will consist of twenty twelve inch diameter steel nozzles at 5' centers. A clearance of more than 18' is anticipated between the pipeline and the normal water level. Environmental impact The project should have a positive environmental impact in regards to the existing water quality problems which exist in Welch Creek. No wetland vegetation will be excavated or filled. That portion of the pipeline which traverses wetland areas, will be placed on pile supports. A covering of stone will be added to stabilize the pipe and diffuser in the river bottom. The project will require 24 months to complete from receipt of approval to construct. Description of Facilities A. Pump Station 1. The pump station will be located inside the east dike south of the #1 settling pond. The structure will be reinforced concrete for four pumps. The SOC requires Weyerhaeuser to construct a pipeline and diffuser system to move the point of effluent discharge from Welch Creek to the Rcapake River. Treated effluent for final discharge will be pumped from a point within the existing treatment system via a 60-inch above ground pipeline to the Roanoke River. The pipeline wi l l move in a generally northeast direction from the treatment system and join the Roanoke at a point just below the outflow of Welch Creek. The pipe wi 1 1 be supported on wooden pi 1 es and have a ground clearance of 48 inches. The pipeline will cross under Trowbridge Road, State Route 1341, two mi 1 1 rail spurs, and State Route 1565. The pipe will follow the contour of the river bottom out from the south shoreline approximately 270 feet into the Roanoke. The existing navigation channel is approximately 100 feet wide and centered in the Roanoke. A clearance of more than 18 feet is anticipated between the pipeline and the normal water level. A covering of stone will be added to stabilize the pipe and diffuser in the river bottom. The project will require 24 months to complete from receipt of approval to construct. Description of Facilities A. Pump Station 1. The pump station will be located inside the east dike south of the #-1 settling pond. The structure will be reinforced concrete for four pumps. A bar rack wi 1 1 be prov ided at the entrace to the wet well. B. Pumps 1. Pumps selected for this study are end-suction, axis? flow pumps. Three pumps, each rated at 15,000 gpm at 25-feet TDH, were selected to meet the maximum flow of 55MGD. A fourth pump will be used as a spare. Motors for these pumps are 200 HP each. ? s t 7 C. Piping and Controls 1. Butterfly valves on the discharge line of each pump will be sequenced with pump start and stop to control water hammer. 2. Local pump controls will be provided. 3.
