This permit, issued on3 1D 7 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
(1) In order to protect juvenilC2 shrimp and fin fish populations, no excavation
or filling will be permitted between April 1 and September 30 of any year
without the prior approval of the Division of Coastal Management.
(2) The marsh elevations must be reestablished over the pipeline upon completion
of the project.
(3) If the excavated material contains high levels of organic material, it
cannot be used for backfill. Either clean sand or stone must then be used
to fill the trench.
(4) Any excess material and all unsuitable material must be disposed of on
a high ground in site approved by DCM and/or Corps personnel.
(5) The construction work to provide the pipe crossing must be conducted in
such a manner as to not cause instream turbidity to exceed 25 NTUs.
(See attached sheet for Additional Conditions)
This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31. 1990
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

ADDITIONAL CONDITIONS
(6) If any lift station must be relocated, a new site must be approved by DCM
and/or Corps personnel.
(7) -The irrigation pipes and spray heads must be installed through the natural
vegetation, without any grading, if the Corps determines that the spray
plots are "404" wetlands.
NOTE: Extensive forested buffer areas are strongly recommended around the treatment
plant site so as to provide esthetic protection to area residents.
NOTE: The proposed sewer line crossing is covered under the Division of Environ-
mental Management's General Certification No. 1179 for sewer line construc-
tion.
NOTE: An Easement is required from the Council of State through the Department
of Administration's State Property Office for the AIWW crossing.
NOTE: An Erosion and Sedimentation control plan will be required for this project.
This plan must be filed at least thirty (30) days prior to beginning
any land disturbing activity. Submit this plan to the Department of
Natural Resources and Community Development, Land Quality Section, 7225
Wrightsville Avenue, Wilmington, NC 28403.
NOTE: The Division of Environmental Management issued non-discharging permit
No. 14277 for the treatment plan and collection system on February 2,
1987.

The Subject application has been reviewed for water
quality impacts and the following comments are offered:
a. The proposed sewer line crossing will be covered
under General Certification No. 1179 for sewer
line construction.
b. The construction work to make the crossing must be
conducted in such a manner as to not cause
instream turbidity to exceed 25 NTU in adjacent
waters.
C. A non-discharging type of permit will have to be
obtained for both the collection system and the
treatment plant. An application for that permit
has just been received and it will probably be at
least a few months before reviews are completed
and necessary design revisions made.
d. We do not object to the project as long as the
applicant obtains the required permit(s) from this
Division.

Town of Surf City
Pender County
The applicant proposes to install a municipal wastewater collection
and treatment system. A subaqueous sewer line crossing of the AIWW,
classified SA, is proposed.
The proposed project has been reviewed to determine impacts on water
quality. The following comments are provided:
1. The project should meet the conditions for a General 401
Certification for the construction of sewer line extensions.
2. The construction performed during the subaqueous crossing should
be accomplished without increasing turbidity levels above 25
NTUs in adjacent waters.
3. The Certification is contingent on the applicant obtaining the
proper non-discharge permits from this office. To date, these
permits have not been issued and no applications have been
received.

9. PROJECT DESCRIPTION:
The project will be located within the town limits of Surf City under the AIWW,
along N.C. 50/210 and in an area near Holly Ridge, North Carolina. At present
the residents of the Town have individual septic tanks for sewage disposal. The
Town by this application is proposing to construct a municipal sewer system.
There will be several lift stations located throughout the Town limits to collect
wastewater. There will be a 12" force main subaqueous crossing of the AIWW.
This force main will convey untreated wastewater to holding lagoons and a spray
irrigation system located near Holly Ridge in Onslow County. This site has been
visited by the Corps of Engineers. Although it exhibits characteristics of pocossin
wetlands the lagoon area has been ditched and drained to the point that the Corps
has determined that it is not a wetland. However the spray field areas have not
been examined but appear to be wetlands, also.
The Town will install several miles of collection systems -within the Town's
corporate limits. These systems will be served by a total of 13 lift stations. The
locations for these sites have been chosen to avoid wetlands (especially "404") and
the Town has been in close touch with Corps personnel to ensure that this was the
case. There are four stations between N.C. 50/210 and the northern town limits.
There are three lift stations between N.C. 50/210 and the "S" curve toward the
south. There are four lift stations between the "S" curve and the southern town
limits. The other two lift stations are located along N.C. 50/210, one on either
side of the AIWW. The one on the west side is several blocks from the water (See
Sheets 1 and 2).
At the site of the subaqueous crossing there is a 31-4' fringe of Spartina
alterniflora (Smooth cordgrass) marsh. The existing bridge fenders and dolphins
are also present near the proposed alignment. The applicants proposed to install
approximately 730' of 12" force main. A trench approximately 3' wide and 6' deep
will be excavated to accommodate the pipe. Approximately 487 cubic yards of
material will be removed. A clamshell bucket or barge mounted backhoe will be
used with the temporary placement of the material in a supplementary barge. If
the material is suitable it will be placed back over the pipe in the trench. The
12" pipe will convey the collected wastewater to the lagoon and spray field site
near Holly Ridge, N.C. There will be two lagoons approximately 200' x 600' to
receive the raw wastewater from the Town. Effluent from these lagoons will be
spray applied to one or more of 14 spray plots. At present these areas appears to
be 11404" pocossin areas. However impenetrable vegetation has made a final
determination impossible. There is some indication that the applicant's engineers
have proposed to clear cut the areas in order to provide for crop cover.

10. ANTICIPATED IMPACTS:
The project as proposed will result in very little impact on coastal resources. The
lift stations have all been located so as to avoid wetland areas. The subaqueous
crossing is more or less routine. The avoidance of windrowing material will lessen
the impacts of turbidity and sedimentation.
A potential problem exists in altering the spray fields which may be 11404"
wetlands. If pipes are installed with spray heads without expensive grading then
little impact is anticipated and nationwide permits are available. If grading and
filling is required it is our understanding that a full review and permits will be
necessary from the Corps.

public notice as required by NCGS 113A-119(b) and 143-215 3(a)(1)(c) that
Mr. Michael Lord,,Town Manager of the Town of Surf City
filed an application on October 16, 1986 for a permit from
the Division of Coastal Management to develop in an Area of Environmental Concern
and for certification from the Division of Environmental Management that a discharge
of fill- material in project wetlands will not violate applicable water quality standards.
According to said application the applicant proposes to install a municipal
wastewater collection and treatment system. su aqueoous crossing o the AIWW is
propose in order to pump the wastwater to a an Application disposal site. Project
is located within the Town limits along N. C. 507210 and near Holly Ridge, N.C.
A copy of the entire application and additional information may be examined (or
copies furnished upon request and payment of reproduction costs) during normal
business hours of the Division of Coastal Management and/or the Division of
Environmental Management, Regional Office 7225 Wrightsville Avenue, Wilmington,
North Carolina 28403.
The Division of Environmental Management proposes to take final action on this
water quality certification on or before December 15, 1986
The issuance of the CAMA Major Development Permit and the Section 401 Certification
may deviate from this projected date depending upon the nature of the comments
submitted and subsequent hearings that may arise.
All persons desiring to make comments should do so in writing to Mr. David
Owens, Director, Division of Coastal Management, P.O. Box 27687, Raleigh, North
Carolina 27611 prior to December 5, 1986 for
consideration in the CAMA permit decision, and to Mr. Bill Mills, Division of
Environmental Management, P.O. Box 27687, Raleigh, North Carolina 27611 prior to
December 5, 1986 for consideration in the water quality
certification decision. Later comments on the CAMA application will be accepted and
considered up to the time of permit decision. Project modifications may occur based
on review and comment by the public and state and federal agencies. Notice of the
permit decision in this matter will be provided upon written request.
