Upon review of your request for Water Quality
Certification to place fill in waters and/or wetlands in a
tributary to Polecat Branch, we have determined that the
proposed fill can be covered by General Water Quality
Certification No. 2177 issued November 4, 1987. A copy of
the General Certification is attached. This Certification
may be used in qualifying for coverage under Corps of
Engineers' Nationwide Permit No. 14.

As you are aware the undersigned seeks authorization to widen an
existing private roadway over waters within the jurisdiction of the Department
of The Army on property located in Nash County. We were instructed by Charles
W. Hollis, Chief, Regulatory Branch, Wilmington District, Corps of Engineers
that this work is authorized by Nationwide Permit No. 14 provided we obtain a
State Water Quality Certification. We ask that this letter be considered a
formal request for issuance of the certification.
The subject property is located on State Road 1700 approximately 750
feet west of the terminus of State Road 1700 with the south bound lane of
Interstate 95. It is our understanding that the water to be crossed is located
above the head waters of an unnamed tributary to Polecat Branch. We have
enclosed a vicinity map for your convenience in locating this site.
