The Division will grant the variance requests for the upgrades of the Junction Street Pump Station, in accordance with the provisions for alternative design under 15A NCAC 02T.0105(n): 1. Pursuant to the variance request received on May 31, 2019 from W.K. Dickson & Co., Inc., on behalf of the City of Eden,a variance is granted for the construction and operation of the upgrades to the Junction Street Pump Station, located within the 100-year floodway of the Smith River, as indicated on the provided plans and supplementary documentation: a. Per the provided plans and supplementary documentation, the proposed upgrades shall include the following items: i. Watertight hatches on the existing wet well. ii. All electrical components and the on-site generator shall be located a minimum of 2-feet above the 100-year flood elevation. iii. The valve vault shall be constructed to be watertight. 2. An alternative design is approved for the existing Junction Street Pump Station's access roadway, located within the 100-year flood elevation and which shall be surfaced with asphalt for improved access, in accordance with the provided plans and supplementary information. 3. An alternative design is approved for the fuel source for the generator located at the Junction Street Pump Station, which shall be served by a natural gas line rather than on-site fuel storage as required by the Minimum Design Criteria, in accordance with the provided plans and supplementary information. Regardless of the variance approval, in the event that the wastewater collection facilities fail to perform satisfactorily, including the creation of nuisance conditions,the Permittee shall take immediate corrective action, including those as may be required by this Division,such as the construction of additional or replacement facilities. Approval of the variance request does not constitute approval of the permit.
