PROJECT INFORMATION Project No: U-5906 County: Mecklenburg WBS No: 46451 Document: State Minimum Criteria Checklilst Federal Aid No: Funding: ® State ❑ Federal Federal Permit Required? ❑ Yes ® No Permit Type: Project Description: Improve intersection of SR 2195 (Torrence Chapel Rd.) and SR 5544 (W. Catawba Ave.) in Cornelius in Mecklenburg County. Area of Potential Effects (A.P.E.) appears to be approximately 3,303 meters (10,837 ft.) long with a variable width (between 61-163 meters [200-535 fi j) wide. The project appears to include improvements to the intersections of SR 5544 and One Norman Dr./Knox Rd., SR 5544 and Liverpool Pkwy./SR 2195, and SR 5544 and Interstate 77. Also, the project may include the construction of a roundabout at the intersection of Knox Rd. and SR 2195, another one along SR 2195, and another one on Liverpool Pkway. No design plans provided. The project is State -funded and will not require any Federal permits. Easements will be required. As the project is State -funded and requires no Federal permits or other involvement, only North Carolina General Statute 121-12(a) applies. GS 121-12(a) requires that State agencies, prior to the approval of any State funds for the undertaking, or prior to approval, license, or authorization, as the case may be, take into account the effect of the undertaking on any district, site, building, sructure, or object that is listed in the National Register of Historic Places (NRHP). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The review included an examination of a topographic map, an aerial photograph, and listings of previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (O.S.A.). SR 5544 (W. Catawba Ave.) is oriented approximately east -west. SR 2195 (Torrence Chapel Rd.) is oriented approximately north -south. The topographic map (Lake Norman South) shows the A.P.E. is located on a ridge system in a developed area. The eastem half of the A.P.E. is shaded purple on the topographic map, indicating new development since the previous edition. Individual structures are not shown in the developed area. There are no streams in the A.P.E. In this region, ridges have a low to moderate potential for prehistoric archaeological sites. There is a small wooded tract along the south side of Knox Rd. A review of information at the O.S.A. shows there are no previously recorded archaeological sites near the A.P.E. The A.P.E. is not within any areas that have been surveyed for archaeological sites. There are several projects within and adjacent to the A.P.E. that have been reviewed by the State Historic Preservation Office (HPO), but it is difficult to identify the Environmental Review (ER) numbers. ER 93-7227 is a tract along the north side of Knox Rd. ER 12-0125 is a project along I-77. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE. The ridge landforms in the A.P.E. have a low to moderate potential for archaeological sites. Most of the land within the A.P.E. is developed. Also, there are no archaeological sites that are listed on the NRHP within the A.P.E. This project is compliant with North Carolina General Statute 121-12(a). Should the project require Federal funding, permitting, or licenses, please notify the NCDOT Archaeology Group because review under Section 106 of the National Historic Preservation Act then will be required. Should the project limits or design change, please notify the NCDOT Archaeology Group as additional review may be necessary.
