Dear Mr. McGloughlin:
The Division of Water Resources and Wake County Environmental Services have finished
review of the Sewer Decommissioning and Site Closure Plan received on January 22, 2019
along with supplemental sludge analytical results on August 7, 2019. Lagoon sludge
results indicate that the material meets Class A pollutant limits thus allowing for in-place
closure with an earthen fill cap and vegetative cover as indicated in Option 1 of your
closure plan.
The WWTP's existing groundwater monitoring wells shall be sampled in accordance with
Attachment C of Permit No WQ0001071 for at least two (2) more routine events past-
closure of the lagoons before request for abandonment and permit rescission can be
presented to the Division.
