A copy of the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 2.6. P i,h: r ?f' of Re: New Hanover County Phase II Interceptors, Force Mains, and Pump Stations TCA#2276-802 Dear Mr. Mills: A condition of the Corps-of Engineers nationwide permit for the proposed New Hanover County Phase II interceptors, force mains, and pump stations is that water quality certification must be obtained or waived. All of the interceptors and force mains will be buried. Disturbed land will be restored to preconstruction conditions. Above-ground improvements will be made at the eleven pump station sites. I would appreciate your assistance in obtaining water quality certification. Attached to this letter are pump station drawings. Any futher information which you may require for certification will be sent at your request. Thank you for your assistance. BOX 1890 WILMINGTON, NORTH CAROLINA 28402-1890 July 7, 1988 Mr. Dale Cardwell Talbot, Cox & Associates Post Office Box 1730 Wilmington, North Carolina 28402 Dear Mr. Cardwell: RECEIVEp 1988 r - On June 27, 1988, you met with Mr. Hugh Heine of my staff regarding New Hanove County's plans to construct phase 2 of the interceptor system in New Hanover County, North Carolina. During this onsite meeting, the following proposed five lift station sites were visited. a. Bayshore No. 1 was located about 20 feet from Pages Creek on high ground. No waters or wetlands would be filled as a result of this work. b. Bayshore No. 2 was located from 20 to 30 feet from Pages Creek. All fill material would be placed and retained on high ground; no waters or wetlands would be impacted. c. Bayshore No. 3 was located on high ground, but the access roadway would fill a small adjacent wetland area. Federal permits would be required for the proposed roadway. d. El Ogden pump station is located very close to a wetland area. If this site could be shifted to high ground, Federal permits would not be required. e. Westwood Drive East pump station would be sited within the headwaters of a small creek. Since only a 20-foot by 20-foot-wide area would be impacted, this activity may be eligible for a nationwide permit No. 26. The following information is only for the Westwood Drive East pump station. -2- - For the purposes of the Corps of Engineers' Regulatory Program, Title 33, Code of Federal Regulations (CFR), Part 330, published in the Federal Register on November 13, 1986, lists nationwide permits. Authorization was provided for discharges of dredged or fill material into non-tidal rivers, streams, and their lakes and impoundments, including adjacent wetlands, that are located above the headwaters and other non-tidal waters of the United States, including adjacent wetlands, that are not a part of a surface tributary system to interstate waters or navigable waters of the United States. Your work is authorized by nationwide permit provided it is accomplished in strict accordance with the enclosed conditions. Please be aware that this authorization does not relieve you of the responsibility to obtain any required State or local approval.
