Dear Mr. Baumgartner,
The Division of Water Resources (DWR) received a draft Mitigation Plan from the Division of
Mitigation Services (DMS) for the Wingfoot site (Site) in 2019, for review and approval under 15A
NCAC 02B .0295 and 15A NCAC 02B .0240 to be used as either a buffer mitigation project or a
nutrient offset project within the 8 -digit Hydrologic Unit Code (HUC) 03020203 of the Neuse River
Basin. DWR reviewed the Mitigation Plan and provided comments and recommendations. DMS
submitted a revised Mitigation Plan that addressed all comments and recommendations provided by
DWR. The table below summarizes the timeline of the Mitigation Plan:
