They would only allow us an emergency vehicle connection with gate. The City requires us to connect to a public or private right-of-way that meets the City of Asheville Standards which left us the Heritage Drive option. We couldn't use the hammerhead due to slopes so we had to use a connection to Heritage Drive for access. This led us to adding a few lots to offset the cost, but we were crossing the stream to use Heritage in that case anyway. We did look at alternative stormwater ponds at each end but given we had to rework the slope we put the stormtech in the area we had to grade since it was going to be disturbed either way. Let me know if I can provide any additional information to help with the review. It has been a very "interesting" site for better or worse but we did try to limit and offset some of the impacts in design. It would have been better for sure if the Meadows would allow us access. The grading and encapsulation of the pipe is to construct the road across the existing stream channel. The site is just really steep and our grading carries out either side really far, even further than shown since we are using a modular block wall for our upstream headwall. It is the same scenario on the downstream side. We propose grading will carry out to tie into existing so instead of leaving a small open section between the existing upstream pipe and our headwall we tied it in. We were concerned the open portion could be a point of failure and lead to flooding on the roadway. Although the likelihood of failure is acceptable, the consequence was not for us during planning and design. Failure of the existing open end due to clogging, etc. will result in dangerous road conditions on a busy road due to water crossing the roadway. Our upstream HW and embankment will allow for adequate ponding and storage in the event of any issues with the culvert. In order to offset this we took our required open space by City of Asheville and distributed it adjacent to the upstream stream buffer, effectively doubling the size of the upstream buffer area in a permanent fee simple lot that cannot be used for development in perpetuity. 1. The low point of the road to lessen grading and overall impact falls directly over the stream so we would have storm in that sag over the crossing in either scenario. Crossing over it made sense because we were already going to be disturbing this area to continue the road embankment going out towards Heritage Dr. 2. We have considered the Stormtech on both sides, but per 1. above putting it on the other side pushed it down further invert wise so getting it in the ground will disturb that entire area, on either side, again, since it was already being disturbed we put in in the flatter location where hopefully it would be easier to construct from the existing hammerhead entrance. 3. We couldn't use standard headwalls due the steep slopes unless we extended the pipe all the way down. Given the required sidewalk grading for City of Asheville and the distance the downstream modular block will extend to tie back into grade our impact basically will go almost all the way to the point of connection. +/- 20 to 30. 1 can pull earlier designs to see how close it got, but it was close. 4. Let me know if we can do a short call, this is honestly iteration 20 of this site and we have had ponds at both ends and tried to minimize disturbance to the best we can and arrived at this design with the least disturbed area. The existing grades are really what is forcing my hand. It is just a really steep site. Would a call to discuss and look it over help? Please provide information as to why this crossing is needed in the first place. 2. Based on the plans, it appears that a portion of the stream piping is needed for grading associated with the construction of the stormtech system versus just the road crossing and that stormwater is being piped over the road crossing to this system. Please provide information on if this system could be placed at another location (i.e. on the opposite side of the stream where the stormwater is being generated from) which would minimize impacts to the stream channel by reducing the length of pipe needed in the stream.
