Lyon Station Road, Suite 102 Creedmoor, NC 27522 NORTH CAROLINA Environmental Quality August 9, 2019 Subject: Request for Additional Information Stormwater Permit No. SW5190701 Siler School Square Chatham County Dear Mr. Abbott: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on July 11, 2019. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: The project site is located within 5 miles of Siler City Municipal Airport (SCR). Please correct the application and verify that all relevant rules and regulations are adhered to (Section II, 5). 2. It appears, from the provided letter from Dan LaMontagne, that the applicant will become the owner of the project (Making the applicant a purchaser). Please correct Section III, Lc to reflect this and include a pending sales agreement. 3. Since the project is high density and there is only one proposed SCM, the total number of drainage areas should be 1. Please revise (Section IV, 9). 4. Please include the stream name and classification for the drainage area. Please also remove the extraneous drainage areas (Section IV, 10). 5. Please include the original, signed and notarized O&M Agreement (Section V). 6. Please provide a delineation of the existing BUA, similar to the proposed BUA delineation included in the stormwater management (Section VI, 7). 7. Please provide details of the proposed SCM in the plan set (Section VI, 8.1). The Filterra- specific MDCs cannot be verified based on the provided information. Please delineate the wetlands on the plans or provide a note stating that no wetlands exist. Provide documentation of the qualifications and identity of the individual who made this determination (Section VI, 8, m). 9. Please show the drainage area to the SCM on the plans (Section VI, 8, o). Please also show the off -site contour lines so the off -site drainage area may be verified. 10. Please include a soils report based on an actual site visit showing the seasonal high-water table elevation for the area where the SCM is proposed (Section VI, 9). 11. Please provide riprap sizing calculations showing that the discharge point downstream of the outlet of the SCM is stable during the 10-year storm (General MDC 4). 12. Please include a maintenance access and easement for the proposed SCM (General MDC 8 & 9). The easement should be shown on the plans. 13. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hqps://edocs.deq.nc.gov/Forms/SW-Project Submittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to September 8, 2019, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW5190701 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
