Please explain how the cross -connection at 216 Scarlet Tanager Circle occurred. a. On Friday, June 21, the Town had the reclaimed line off for repair being made by the developer on the main line on New Hill Road. The only person that called and notified us that their water was off was, 216 Scarlet Tanager Drive. Once the site was investigated, staff found that the connection at 2I6 Scarlet Tanager Circle was not in compliance with state and local specifications. 2. Please provide this office with confirmation that no other similar cross -connections have occurred associated with this permit, and how this determination was achieved. a. Immediately following the finding of the reclaimed water line, it remained out of service at the entrance to the neighborhood. The reclaimed water line remained cut off for 5 days. During this time Holly Spring's staff visited the existing residences and verified potable water was running in the residence. The Town placed a hold on the 25 lots under construction and is requiring the builder to dig behind each reclaimed setter on the public side, to verify purple reclaimed tape is on the reclaimed service and the correct meter is in place, as required by the state and local standards. 3. Indicate in your response any measures that the Town is undertaking to prevent other cross -connections between reclaimed and potable water from occurring associated with this and related reclaimed water distribution permits held by the Town of Holly Springs. a. The Town has purchased a conductivity meter that will assist with the inspections prior to the certificate of occupancy is issued. This meter will be used as a guide, since a true water quality sample will not be tested. b. The Town is also looking into changing the reclaimed meter setter specification to have reverse threading from the threading on the potable meters. Engineering Department P.O. Box 8 - 128 S. Fielding has conducted an independent flushing of the potable lines and has successfully tested the lines within the house. Fielding will be submitting all of this documentation prior to the home being occupied.
