In -order to decrease permanent stream impacts and increase the overall stream rehabilitation along the reach, the proposed project seeks to construct an arched span over Stream A, in -lieu of the originally proposed dual Reinforced Concrete Box Culverts (RCBCs). As a result of the modification, the project now proposes 252 If of permanent, no -net loss impacts to potential non -wetland waters of the US for stream rehabilitation activities. Authorization to conduct permanent stream impacts resulting in a loss of aquatic resources is no longer proposed; therefore, authorization under the NWP #14 has been withdrawn. Natural channel design techniques will be implemented throughout the rehabilitation reach and will be conducted prior to the installation of the proposed arched span. Special consideration to the height and length of the proposed span were implemented, to the greatest extents practicable, to maximize sunlight potential along the channel banks beneath the span while meeting the requirements of the roadway project. Banks will be stabilized by installing coir fiber matting, as well as implementing a planting plan which will include the appropriate temporary and permanent seed mixes, live stakes and bare root plantings. Shade tolerant species will be planted along the channel banks beneath the culvert to provide sustained stability and prevent erosion. Following the completion of the project, all disturbed areas beyond the rehabilitation areas will be returned to pre -construction conditions. Permanent reference photo locations documenting the on -site stream rehabilitation and arched span will be established, and a photographic monitoring report will be submitted within 30 days following completion of construction. Additionally, one (1) photographic monitoring report per year will be submitted to the USACE and NCDWR project managers for three (3) years following construction to demonstrate long-term stability. Explain the purpose of the proposed project: The purpose of the project is to enhance traffic flow and traffic safety by constructing a roadway connection between two existing sections of Prescot Glen Parkway. This connection will provide residents a direct east/west connector alternative from Providence Road South to Waxhaw-Marvin Road. The proposed connector seeks to relieve the traffic burden through the residential areas along Pine Oak Road and is designed for higher traffic volumes. The project is funded by a private entity; however, the improvements are required by the Town of Waxhaw, in coordination with NCDOT. 3e. Describe the overall project in detail, including the type of equipment to be used: To construct the proposed roadway connector, the project seeks to install an arched span over Stream A. The span installation has been designed and will be installed in such a manner that the original stream profiles will not altered. Headwalls will be placed in a manner that the finished top elevation will not exceed that of the original stream bed in order to prevent de -stabilization of the stream bed or banks downstream of the impact area. The project seeks to conduct stream rehabilitation activities on the entire 252 If of the stream reach within the project area. A segmented channel rehabilitation approach will be implemented to create hydraulic and geomorphic functional uplift within the project area. Stream rehabilitation activities will focus primarily on enhancing hydraulic geometry, improving bed form diversity and installation of in -stream structures. Stream banks will be stabilized by grading the appropriate bank angles, installing coir fiber matting, and revegetation with a native seed mix and planting of woody stems. The stream profile is modified to create more local slope variability (i.e., steeper riffles and flat pools). Constructed riffles will be placed at culvert inlet and outlet to reduce discharge velocities, increase dissolved oxygen levels and provide habitat for aquatic organisms (see attached Plan).
