Dear Permittee:

I conducted an investigation of the Forestry Training Center WWTP on 6/27/2019 to see if the system was
discharging during that busy time at the Training Center at the end of June, as it did back in November 2018.
The system was discharging at both times that I visited that day (10am and 12:30pm). From this visit I am
concluding that the WWTP discharges consistently when the Training Center has many visitors for an extended
period of time. Therefore an effort should be made to sample during those periods.

I recognize that the discharges from the WWTP tend to be sporadic for most of the year, sometimes having
multiple week time periods without a discharge event. Mr. Kramer said that he plans to force a discharge from
the plant quarterly for the purpose of collecting samples. I find that to be an acceptable solution for parameter
monitoring and will close NOV-2018-PC-0426.
