the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation
of the planned improvements identified in the planning assessment where applicable. This
analysis has been performed in accordance with local established policies and procedures using
the best available data. This certification applies to those items listed above in Sections I and II
plus all attached planning assessment addendums for which I am the responsible party.

1FTSE PLANNING ASSESSMENT ADDENDUM (PAA)
Submit a planning assessment addendum for each pump station listed in Section 11 where Available
Capacity is < 0.
Pump Station (Name or Number):
Given that:
a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
69 % and 0.120 MGD of the Available Capacity (E) in Pump Station
Holly Ridge PS ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
0.045 MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
Holly+ Ridge Pump Station Upgrade _ is in design or under construction with
planned completion in 2020 _ ; and/or
d. The following applies:
_ The Town is currently working with Withers Ravenel for engineering services to
expand the pumping capacity of the Holly Ridge Pump station. PreIiminw
Engineering study, determined that the exisitng pump station would need to be
replaced. Design of the _pump station replacement is currently underway, with
the pr ject letting for bid in the Au ust/Se tember time frame.
We expect a 6-month construction time frame since existing forcemain will be
utilized. The Town has budgeted $250 000 in fiscal year 2019-2020 for the
re acement project.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification
to allow this flow to be permitted, without a significant likelihood of over -allocating capacity in
the system infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S.
143-215.67(a) which prohibits the introduction of any waste in excess of the capacity of the
waste disposal system.

Project: E-35 South Lakes Elementary School

The project proposes the construction of an elementary school, two multi -purpose fields, 1/6-mi
track and field, and associated parking and site improvements on two vacant lots. The two lots are
a combined 28.55 acres at the corner of Old Honeycutt Road and the proposed Fuquay-Varina
Parkway in Fuquay-Varina, North Carolina. The project is a joint project between Town of
Fuquay-Varina and Wake County Board of Education and requited the redesign of existing lot
lines. Wake County Board of Education will own and operate the parcel containing the new
elementary school, two parking lots, and asphalt track and field. Town of Fuquay-Varina will own
and operate the parcel containing the two multi -purpose fields and associated parking lot. Part of
the Town -owned parcel will be rough -graded for a future community center building and
associated parking.
A public gravity sewer extension will be required to serve the new facilities. Currently, it will only
serve the elementary school, but it is also expected to serve the future community center.
The elementary school with cafeteria is sized for 900 students. The wastewater design flow rate
was calculated as 12-gpd per student. The expected Average Daily Flow for the facility is 10,800-
gpd.
The nearest public sewer, an 8-in gravity sewer main (WQ00039812), is owned and operated by
the Town of Fuquay-Varina. This 8-in gravity sewer is located in the northeast corner of the project
site. This is the only sewer option for this site. The system eventually flows to Terrible Creek
WWTP (NC0066516).
An 8-in public gravity sewer system is proposed to convey wastewater from the private gravity
sanitary sewer system in the school to the existing public sewer.
No wetland is within 50-ft of the proposed sewer line. No stream exists within 100-ft of the
proposed sewer line.
