Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The project site is located within a Town of Cary park (Annie Jones Park) and a wooded corridor extending north and east to McCloud Court. An existing gravel greenway is currently present within the approximate alignment of the proposed greenway. The surrounding areas consist of single-family residential subdivisions constructed in the 80s and 90s. 4b. Explain the purpose of the proposed project:* The purpose of the project is to replace an existing gravel greenway and stairs with a paved greenway and handicapped -accessible ramp to allow better access to the greenway by more citizens. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project will entail removal of the existing 10-foot wide gravel greenway; replacement of a 20-foot, 24-inch HDPE stream culvert with a 20-foot, 24-inch RCP culvert with a headwall; construction of retaining walls to allowfor ADA accessible grades; and construction of a paved six-foot wide greenway trail. Stream impacts are temporary (replacement of existing culvert with new culvert), wetland impact (fill slope), and temporary and permanent buffer impacts. All buffer impacts will be offset by the removal of the existing impervious trail. Typical construction equipment (backhoe/trackhoe, grading equipment) will be used to construct the new greenway trail. 4j. Please upload project drawings for the proposed project. Comments: Existing impervious (existing gravel trail) is present in the project area. The newtrail will be constructed within the footprint of the existing trail as much as possible. Where the old trail is not followed, the gravel will be removed and the area returned to pervious ground. Actual impacts are Z1 - net gain of 1,051 SF of impervious surface, and Z2 - net gain of 867 SF of impervious. Please note all impacts and impervious removal are located within sanitary sewer easements. Supporting Documentation Proposed Impacts.pdf 296.88KB E. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The proposed trail will be constructed to follow the footprint of the existing trail as much as possible. Tree removal will be minimal and limited to trees within the area of disturbance for the trail grading, also within sewer easement. Note that impervious removal exceeds new impervious buffer impacts. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Culvert replacement will be conducted during a period of low/no flow (intermittent stream). Access to the project area followed existing greenway/sewer easements to avoid removal of vegetation and compacting the riparian areas. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State? r Yes r No 2b. If this project DOES NOT require Compensatory Mitigation, explain why: Stream mitigation thresholds were not exceeded. Greenway trails are considered as Allowable in the Neuse buffer rule Table of Uses F. Stormwater Management and Diffuse Flow Plan (required by DWR) " 1. Diffuse Flow Plan 1a.
