Dear Ms. Higgins:
The purpose of this letter is to respond to a Request for More Information email dated June 3, 2019 from the
NC Division of Water Resources (NCDWR). Please note that email correspondences have taken place with
the NCDWR on June 11, 2019 and July 18, 2019, in addition to a phone conversation keeping the NCDWR
aware of the response schedule and ongoing circumstances with this project. The delay was a result in new
representatives of RREF-II FH NC Sierra, LLC taking over the project, coordination with the project engineers
and a site visit to field verify what was constructed. The original questions/requests from the June 3, 2019
email are below and are followed by responses.
Additional Information Requested:
Impact Area B5: #2A- 98 square feet of Zone 1 impact for the pedestrian trail for avoidance of Zone 1
should be shifted out of Zone 1 and into Zone 2.
The impact exhibits have been updated to avoid Zone 1 buffer impacts at this location,
2. Impact Map Area 5, 7 & 8: show coffer dam to discharge points (downstream as well) as temporary
impacts.
• Area 5: the sand bag coffer dam to temporary impact 5 should be indicated as temporary impacts
and the downstream area at temporary impact 5 please explain why no coffer dam is depicted.
• Area 7: from the upstream sand bag coffer dam to temporary impact 7B, this area should be
indicated as temporary impacts as well.
• Area 8: no coffer dam depicted upstream -please explain why no coffer dam is depicted and the
downstream area at the temporary impact 8 should be depicted as temporary impacts as well at the
coffer dam.
A site visit was conducted to identify the locations and lengths of the coffer/check dams upstream
and downstream of the road crossings. This data was shared with the project engineers so that the
impact exhibits could be updated to show correct information. At crossings 5, 7 & 8, an upstream
and downstream coffer/check dam was installed for construction purposes. The updated impact
exhibits identify the location(s) of these coffer/check dams, the approximate lengths of the
coffer/check dams and the temporary impacts for construction and dewatering. Note that although
some of the coffer/check dams were not previously shown on the exhibits, they did exist in the field
for construction purposes. Additionally, at some locations, the coffer/check dam was within the
previously identified temporary impacts. Please see details for each crossing below:
Impact Area 5-Coffer/check dam on upstream and downstream were identified to be within the
previously identified temporary stream impacts. Exhibit has been updated; overall temporary
stream impacts decreased by ten (10) linear feet.
Impact Area 7-Coffer/check dam upstream shown accurately; Coffer/check dam downstream
added as identified in the field, overall temporary stream impacts increased by six (6) linear feet.
Impact Area 8-Coffer/check dam upstream shown accurately and quantified accurately, however
impact hatching was missing on exhibit; Coffer/check dam downstream was identified to be
within the previously identified temporary stream impact. Exhibit has been updated; overall
temporary stream impacts did not change.
We anticipate that this will provide answers to the NCDWR's questions/concerns. If additional information is
needed, please don't hesitate to call.

and construction activities = 470 LF; Total relocated stream = 100 LF *The permanent fill -diverted stream totals 110
linear feet, of the 110 linear feet, 100 linear feet will be relocated as per sheet Area 7. All bold typed impacts
require(d) compensatory mitigation. NCDWR 1:1 on ALL previously permitted permanent stream loss (intermittent +
perennial) = 565 LF, USACE 2:1 for 262 permanent stream loss (perennial) = 524. All compensatory mitigation for
permanent stream impacts have been previously paid at previously authorized permanent impact amounts (i.e. 565
linear feet). See more detail regarding compensatory mitigation in Section D.2. **Through a site inspection and plan
review it was identified that Impact Area #7 was quantified incorrectly and was actually 130 linear ft. vs. 262 linear
feet of stream impact.
