Dear Mr. Davidson:
I received the attached NOTICE OF VIOLATION & INTENT TO ASSESS CIVIL PENALTY, (NOV-2019-PC-0238) on July 10.
I am aware of the incident that have led to this NOV.
The Aeration basin has never been cleaned out since the plant was originally built. The Town is aware that solids need to
be removed from the aeration basin and we are taking steps as fast as we can to get this done. The Town has hired an
engineer to do a PER on dredging the aeration basin, building a second chlorine contact chamber and to help the Town
get a screw press to handle our sludge in a better manner. The PER will be submitted to USDA for funding
considerations as soon as it is complete. We are actively pursuing answers, but we need to secure some funding before
any of the proposed project can be pursued. The engineer we have retained is Ben Clawson with Municipal Engineering
Services Company, P.A. He can be reached at [phone]. The Town requests that it be given time to get this project
complete before any civil penalties are assessed.
