Dear Mr. Watson:
Radiator Specialty Company (RSC) respectfully submits for your review, this
written submission of a noncompliance as required by Section E(6)(a) of National
Pollutant Discharge Elimination System (NPDES) Permit No. NC0088838.
On July 25, 2019, RSC received the analytical results associated with the July 16,
2019 quarterly sample collected from Outfall 001. The results indicate the presence of
tetrachloroethene at a concentration of 6.7 micrograms per liter (µg/L) and 1-4,dioxane at
a concentration of 230 µg/L. These concentrations exceed the Permit limits of 3.3 µg/L
for tetrachloroethene and 80 µg/L for 1,4-dioxane, respectively.
Following receipt of this data, on July 26th RSC contacted Mr. Edward Watson of
the North Carolina Department of Environmental Quality Division of Water Quality and
advised him of these results.
Due to issues with the Program Logic Controller (PLC), the system has been shut
down since July 23, 2019.
Based on a review of the sampling and analytical protocols, it is our opinion that
the sample bottles used in the July 16 sampling event may have been contaminated,
resulting in these exceedances. To confirm this opinion, RSC is collecting samples of
the water currently stored in the equalization tank and the effluent following treatment of
the stored water. These samples will allow us to verify the treatment efficiency and
potentially evaluate the need for treatment system service. Should the data indicate a

spike in the incoming groundwater, further sampling and evaluation will be conducted
prior to restarting the system.
