TROGDON, III GOVERNOR SECRETARY Brad Shaver, NCDOT Coordinator Joanne Steenhuis, NCDOT Coordinator Wilmington Regulatory Field Office NC Department of Environmental Quality US Army Corps of Engineers Division of Water Resources 69 Darlington Avenue 127 Cardinal Drive Ext. Wilmington, NC 28403 Wilmington, NC 28405 Subject: New Hanover County SR 1100 Holly Shelter Road Hurricane Repair, Pipe Extension and Junction Box Installation. WBS#: DF15403.2065022 (DWQ Permit Fee: $240) Dear Mr. Shaver and Ms. Steenhuis: The North Carolina Department of Transportation plans to extend an existing 24" in diameter by 80' in length RCP at location Lat: 34.35395, Long:-77.87872 on SR 1100 Holly Shelter Road where it crosses a UT to the NE Cape Fear River (B; Sw) approximately 0.05 miles E of SR 2662 Barbados Boulevard. This site suffered severe shoulder and streambed erosion as a result of Hurricane Florence. The proposed extension will consist of an 8' segment of 24" RCP which will connect to a 4'x 4' x 4' prefabricated concrete junction box which will connect to an additional 8' segment of 24" RCP. The lateral ditches will be piped on either side of the stream, requiring approximately 40' of 18" RCP to be installed to the west of the stream and approximately 24' of 18" RCP to be installed to the east of the stream. NCDOT would like to request a waiver from the depth specifications of the regional conditions 3.6.1 of the Nationwide Permit 3 and the corresponding General Condition 11 of the Water Quality General Certification No. 4132. Due to the geomorphologic fall of the stream channel and the slope of the existing RCP which is to remain in place at a 1.25% slope, the new outlet invert will be perched approximately 0.5' above the natural streambed elevation. Approximately 5 LF of riprap and flowable fill is proposed to be placed in the stream channel as a flume to protect from further scour and destabilization. (See Attached Permit Drawings). By copy of this letter and enclosures, NCDOT is requesting issuance of Nationwide 3 approval from the US Army Corps of Engineers and 401 Water Quality Certification (WQC) #4132 approval from the Division of Water Resources (DWR). A method of debiting $240 to process the WQC request has been provided as noted in the subject line of this application. If you have any questions or need any additional information, please contact me at (910) 341-2033 or at scfarrell@ncdot.gov. Based on the project area mapped with your request, a query of the NCNHP database indicates that there are no records for rare species, important natural communities, natural areas, and/or conservation/managed areas within the proposed project boundary. Please note that although there may be no documentation of natural heritage elements within the project boundary, it does not imply or confirm their absence; the area may not have been surveyed. The results of this query should not be substituted for field surveys where suitable habitat exists. In the event that rare species are found within the project area, please contact the NCNHP so that we may update our records. The attached 'Potential Occurrences' table summarizes rare species and natural communities that have been documented within a one -mile radius of the property boundary. The proximity of these records suggests that these natural heritage elements may potentially be present in the project area if suitable habitat exists. Tables of natural areas and conservation/managed areas within a one -mile radius of the project area, if any, are also included in this report. If a Federally -listed species is found within the project area or is indicated within a one -mile radius of the project area, the NCNHP recommends contacting the US Fish and Wildlife Service (USFWS) for guidance. Contact information for USFWS offices in North Carolina is found here: https://www.fws.aov/offices/Directory/ListOffices.cfm?statecode=37. Please note that natural heritage element data are maintained for the purposes of conservation planning, project review, and scientific research, and are not intended for use as the primary criteria for regulatory decisions. Information provided by the NCNHP database may not be published without prior written notification to the NCNHP, and the NCNHP must be credited as an information source in these publications. Maps of NCNHP data may not be redistributed without permission. The NC Natural Heritage Program may follow this letter with additional correspondence if a Dedicated Nature Preserve, Registered Heritage Area, Clean Water Management Trust Fund easement, or Federally -listed species are documented near the project area. If you have questions regarding the information provided in this letter or need additional assistance, please contact Rodney A. Butler at rod ney.butlerncdcr.aov or 919-707-8603.
