Re: Duke Energy, Replace Line 37 & 38, aka Line 448 & 449 Project, Sampson County, ER 18-1589
Dear Mr. Gibbons:
We have reviewed the project overview for Duke Energy’s proposed gas line replacement in Sampson County,
North Carolina. Due to the extensive size and amount of disturbance involved with this project we consider
there to be a high probability that significant archaeological sites eligible for inclusion on the National Register
of Historic Places (NRHP) will be impacted.
We recommend that a comprehensive archaeological survey be performed by a professional archaeological
consultant over the footprint of the proposed pipeline to determine if archaeological resources are present and
to assess the significance of any discoveries as they relate to NRHP criterion. The survey and resulting
archaeological report should follow the North Carolina Office of State Archaeology Archaeological Investigation
Standards and Guidelines. The report and appropriate site forms should be forwarded to us for review and
comment as soon as they are available and well in advance of any construction activities. With this information,
the project engineers can determine if the pipeline installation can be rerouted to avoid impact or if mitigation
through additional data collection will be necessary. If directional boring will not be used for stream crossings,
surveys of the water body crossings should be performed to determine if NRHP eligible watercraft will be
impacted.
We have also determined that properties with structures over 50 years of age are within, or adjacent to, the
Area of Potential Effects (APE). The previous Sampson County architectural survey was conducted in 1979.
Therefore, we have no up-to-date information about properties that are over fifty years old and may be
potentially eligible for listing in the National Register and that may be affected by this project. We, therefore,
recommend an architectural survey of the project’s APE and look forward to further consultation regarding
survey plans.

archaeology survey reports should be submitted separately.
The above comments are made pursuant to Section 106 of the National Historic Preservation Act and the
Advisory Council on Historic Preservation’s Regulations for Compliance with Section 106 codified at 36 CFR
Part 800.
