The North Carolina Division of Water Resources conducted an inspection of the Brunswick County
Collection System on 7/24/2019. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Collection System Permit No. WQCS00284.
The findings and comments noted during this inspection are provided in the enclosed copy of the
inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted
during the inspection and therefore, a response to this inspection report is not required.

Inspection Summary:
A routine compliance inspection of the Brunswick County Collection System was conducted on July 24, 2019. The purpose
of the evaluation was to verify that the facility is operating in compliance with the conditions specified in Permit
WQCS00284. Matt Smith, ORC, and Steve Hlastala, Superintendant, Sewer Collections Division and BORC, were present
during the inspection.
A detailed review of record keeping and documents related to the specific permit requirements was conducted. All
documents and materials were organized and made available as requested. Currently, the County is preparing to switch from
paper -based documentation to electronic through the Lucity database management system. This system along with SCADA
will allow the County to track all aspects of the collection system more efficiently. Nine pump stations were also inspected
in the Calabash. Sunset Beach. and Shallotte areas.
There is a 5-staff crew responsible for maintenance and repair of pump stations, along with a generator crew that handles the
testing, maintenance and repair of all the generators. The County has a grinder pump repair shop to handle the
approximately 8000 grinder pumps in the system; three Aquascopes to help the vacuum station crew detect leaks in the 3
vacuum systems; a drone for ROW inspections; 2 CCTV cameras for line inspections; a smoke tester for lines leaks; and
available equipment, to include pump trucks, vacuum truck and portable pumps, for spills, repairs and maintenance.
The County is compliant with Non -Discharge Permit WQCS00284. Please review the comment section of the inspection

Comment: All of the duplex puma stations have generators and the larger pump stations have a permanent
bypass connection. Their on -site inventory includes pumps in various sizes, including complete
grinder pump packages, and a grinder pump repair shop. Brunswick County has almost
completed phasing out the E-1 pumps and replacing them with centrifical pumps. Currently,
smoke testing is being conducted in the northeast region of the county.

Comment: Lift station crews document weekly inspections in a log kept at each pump station. Any
maintenance performed is documented on daily logs. The entire system is observed throughout
the year through repairs, line cleaning, inspections, and ROW clearing, but there is not a system
in place to document this annual inspection. The County is in the process of switching to a
database management system, Lucite, which will allow them to track and document inspection
of their entire system more efficiently.
