WLS Neuse 01 -Hollowell Draft Mitigation Plan (SAW -2017-00159) Comments:
1. Please provide a separate monitoring map. Please include fixed photo points referenced in section 9.4.
2. UT2-R3: Why is the ratio for Ell 2:1? Since only buffer planting on one side is proposed, a ratio of 3.5:1 is more
appropriate here.
3. UT1-R2: Wasn't part of this trib in violation of Neuse Buffer Rules? If so, that portion should be treated with a reduced
ratio of 2:1, rather than 1:1. Please provide an updated Determination of Credits.
4. The functional pyramid is cited to show existing conditions for each category, and was used to describe the functional
uplift potential of the project, which is appreciated. Please note that the functional pyramid and SQT tool have not been
approved for use by the IRT in determining success for mitigation projects. It would be interesting to see the correlation
of the NCSAM assessment compared to the SQT throughout the project.
5. Table 12: Does this include both stream riparian buffer planting and the wetland re-establishment/enhancement
areas? Or will there be a separate planting list for wetlands, perhaps to include more FACW species?
6. Please show proposed BMPs on Figure 10. Additionally, please address the maintenance of the BMPs if they are
included within the easement.
7. 8.1: All four bankfull events must occur in separate years.
8. BHR should not exceed 1.2
