NCDWR requires mitigation for losses greater than or equal to 300 linear feet of stream and one acre of wetlands. Please provide a mitigation plan that conforms to the requirements of 15A NCAC 02H .500 for the proposed project, specifically R-342113. The DMS Acceptance letter for the Section B is attached. Stormwater Section A: See attached revised SMP for Section A 1. The proposed impervious acreage is missing on the SMP. 2. The SMP narrative states that grass swales are proposed. The grass swale BMP sheet needs to be filled -out and included in the SMP. 3. The SMP narrative states that there are not any direct discharges to JS streams, however numerous pipes discharge directly to JS streams. Section B: See attached revised SMP for Section B 1. The SMP narrative states that grass swales are proposed. The grass swale BMP sheet needs to be filled -out and included in the SMP. Permit dwg sht 43: The labels at the base of ramp B use the word "basin". Is this a SW treatment basin? We proposed using the gore area as a basin, raising inverts of pipes, etc to get some infiltration and attenuate flow. However, we did not do any routing/storage calcs and are not looking to get credit. Only proposed from practical design standpoint and not for mitigation/credit. 2. R-3421A is an interchange and bypass project (US220 Bypass From US74 Bypass West Of Rockingham at SR1109 Interchange) which will include a 46' grass median with 2@12' travel lanes in each direction. The proposed project includes 4 major drainage structures (3Culverts & extension of 2 culverts) located in the interchange, which will convey Un-named Tribs to the Pee Dee River. The culverts will include sills and utilize Low Flow Benches as well as a stream relocation between 2 culverts to maintain the low flow in one barrel of the culvert. A Rip Rapped Energy Dissipator will be utilized at the outlet of 2 60" pipes to dissipate the energy and prevent erosion to the receiving stream. There are some minor channel improvements at the inlet and outlet of a few of the culverts. Direct dischages into jurisdictional features were avoided to the maximum extent practicable. Where possible, drainage systems were released away from jurisdictional features. However, in some locations direct discahge was unavoidable due to extreme topographic constraints as well as proposed roadway profiles. In these locations no practical alternatives were present.
